L'Autorità garante della concorrenza e del mercato ei prgrammi di clemenza

A distanza di tre anni dall'introduzione dei programmi di clemenza nella legge antitrust italiana, si impone una riflessione sui problemi aperti dalla loro adozione e applicazione. Il contributo li esamina, comparando il sistema italiano con quello comunitario e con gli altri sistemi vigenti nell'ambito dell'ECN. Evidenzia, quindi, alcuni aspetti critici della disciplina italiana, relativi all'accesso dei terzi alle dichiarazioni confessorie e alla documentazione allegata.

The Italian Constitutional Court has been asked to decide on a constitutional incidental question referred to it by the Antitrust Authority. Rejecting the thesis of a quasi-judicial nature of the functions exercised by the Agcm and denying the existence of "gray areas" of constitutional justice, the the judgment no.13/2019 takes a position on the institutional placement of the Authorities within the administration. This, in addition to offering elements for reflections on the constitutional model of reference, requires important legal repercussions in terms of the effectiveness of the constitutional protection of connsidered interests.

The aim of this paper is to analyze American economists’ influence in the passing of the Clayton and Federal Trade Commission Acts (1914). Specifically, it is argued and documented that American economists were important in this process in two ways. Data from a ten years (2003-2013) period of activity of the ISAC-Lecce micrometeorological station have been discussed focusing on the atmosphere-surface exchange. Some suitable indices have been calculated such as the precipitation intensity, the aridity index and the ground water infiltration fraction (ratio of the difference between precipitation and real evapotranspiration and the precipitation). Multi-layer intrusion detection system with ExtraTrees feature selection, extreme learning machine ensemble, and softmax aggregation

Abstract Recent advances in intrusion detection systems based on machine learning have indeed outperformed other techniques, but struggle with detecting multiple classes of attacks with high accuracy. We propose a method that works in three stages. First, the ExtraTrees classifier is used to select relevant features for each type of attack individually for each (ELM). Then, an ensemble of ELMs is used to detect each type of attack separately. Finally, the results of all ELMs are combined using a softmax layer to refine the results and increase the accuracy further. A simulation of disagreement for control of rational cheating in peer review

Understanding the peer review process could help research and shed light on the mechanisms that underlie crowdsourcing. In this paper, we present an agent-based model of peer review built on three entities - the paper, the scientist and the conference. The system is implemented on a BDI platform (Jason) that allows to define a rich model of scoring, evaluating and selecting papers for conferences.
