Planar metamaterial analogue of electromagnetically induced transparency for plasmonic sensing.

We experimentally demonstrate a planar metamaterial analogue of electromagnetically induced transparency at optical frequencies. The structure consists of an optically bright dipole antenna and an optically dark quadrupole antenna, which are cut-out structures in a thin gold film. A pronounced coupling-induced reflectance peak is observed within a broad resonance spectrum. A metamaterial sensor based on these coupling effects is experimentally demonstrated and yields a sensitivity of 588 nm/RIU and a figure of merit of 3.8.

An outcome-based dynamic performance management approach to collaborative governance in crime control: insights from Malaysia

The paper analyzes Malaysia’s experience in crime control. It offers insights on how a whole-of-government perspective, underpinned by a dynamic outcome-based performance management system, or DPM, supports governments in bringing about progress in crime reduction. Although not exhaustive of all factors contributing to crime control, the paper argues that DPM can make collaboration in designing and implementing policies for crime control more effective, by enabling policy-makers frame causal links between strategic resources, performance drivers and outcomes. Are dreams subjective experiences during sleep? Is it like something to dream, or is it only like something to remember dreams after awakening? Specifically, can dream reports be trusted to reveal what it is like to dream, and should they count as evidence for saying that dreams are conscious experiences at all? The goal of this article is to investigate the relationship between dreaming, dream reporting and subjective experience during sleep. I discuss different variants of philosophical skepticism about dream reporting and argue that they all fail. STIRAP (stimulated Raman adiabatic passage) is a powerful laser-based method, usually involving two photons, for efficient and selective transfer of populations between quantum states. A particularly interesting feature is the fact that the coupling between the initial and the final quantum states is via an intermediate state, even though the lifetime of the latter can be much shorter than the interaction time with the laser radiation. Nevertheless, spontaneous emission from the intermediate state is prevented by quantum interference.
