In the past, Baltic Sea cooperation has been characterized by a plethora of actors, embracing a wide range of policy objectives, such as the establishment of a good environmental status for the regional sea. In 2009, the European Council endorsed the European Union’s (EU) Strategy for the Baltic Sea Region (EUSBSR) as a new tool in the repertoire of Cohesion Policy and European Territorial Cooperation (ETC). A mixed FES/EMG system for real time analysis of muscular fatigue

International audience; In this article, we present a functional electrical stimulator allowing the extraction in real time of M-wave characteristics from resulting EMG recodings in order to quantify muscle fatigue. This system is composed of three parts. A Labview software managing the stimulation output and electromyogram (EMG) input signal, a hardware part amplifying the output and input signal and a link between the two previous parts which is made up from input/output module (NIdaq USB 6251). A simplified approach for load flow analysis in MV smart grids based on LV power measurements

This paper presents a simplified approach for load flow analysis in medium voltage (MV) distribution networks. It is a power summation Backward/Forward (B/F) algorithm, based on measurements of active and reactive powers at low voltage (LV) side of MV/LV distribution substations. The proposed solution allows achieving good accuracy, computational efficiency and fast convergence. Algorithms for skiascopy measurement automatization

Automatic dynamic infrared retinoscope was developed, which allows to run procedure at a much higher rate. Our system uses a USB image sensor with up to 180 Hz refresh rate equipped with a long focus objective and 850 nm infrared light emitting diode as light source. Two servo motors driven by microprocessor control the rotation of semitransparent mirror and motion of retinoscope chassis. Image of eye pupil reflex is captured via software and analyzed along the horizontal plane. Algorithm for automatic accommodative state analysis is developed based on the intensity changes of the fundus reflex.

Secondary substation power line communications for medium voltage smart grids

In this paper a performance analysis is carried out, in order to evaluate the possibility to employ power line communication (PLC) between secondary substations of a medium voltage (MV) distribution networks in a smart grid. The study is focused on the analysis of PLC technologies and the evaluation of the influence quantities on the communication performance in the most common case of by-pass connection at MV bus-bars of secondary substations. Development details and performance assessment of a Wind Turbine Emulator

This paper describes an experimental platform to emulate the static and dynamic behavior of real Wind Energy Conversion Systems (WECS). The Wind Turbine Emulator (WTE) consists of two coupled 1.5 kW squirrel-cage induction machines. The WTE calculations are performed on a PC and a DSP, both connected via USB. The total torque applied to the WTE motor is the difference of the scaled wind mechanical torque calculated on the PC, and the turbine inertia torque calculated on the DSP. Improvement of Fingerprint Sensor Reading Using FPGA Devices

In order to realize fingerprint recognition system in real time environment, we describe in this paper signal controller to read fingerprint sensor generated in FPGA devices. Basically this signal is generated using state machine. The simulation result for behavioral simulation and signal generation read by logic analyzer are presented in this paper. Initialization and reading time for 76800 pixels are 50.99 mS. It is faster than fingerprint sensor using USB connection, which is more than 250 ms.

The paper discusses the theme of a stupid husband in three texts of French Realism and Naturalism: a novel by Gustave Flaubert and two short stories by Emile Zola and Guy de Maupassant. The main reference for the analysis is a paper by Stefan Symotiuk who divides the category of “fools” into several subcategories, according to reasons and signs of their stupidity. In agreement with Symotiuk’s thought, Flaubert’s Charles Bovary can be considered as a “blockhead”, dull but always glad with himself; Zola’s Mr Chabre is a “dolt”, heavily thinking and likely to hoax; finally, Maupassant’s Mr Lantin is a “dupe”, easily cheated because unable to see things as they are.
