Master's thesis in Global Development and Planning (UT506) This thesis deals with sustainability in urban and housing development in two Norwegian municipalities. The purpose is to look at how the municipalities of Kristiansand and Fredrikstad use various instruments to push the development of the respective cities in a more environmentally friendly direction. The thesis discusses challenges around defining the very concept of sustainability, as well as what drives and motivates private actors and investors to this type of housing development. Case studies, document analysis and interviews are used to answer the overall problem and the various sub-questions.

I have chosen to do a case study of Lindesnes municipality. This is a new, complex municipality from 2020, at the southern tip of Norway. The project is in the initial phase and there is currently a principle agreement in which there is broad political agreement to continue working on.
