Políticas europeas de auditoría en tempos de crise

1970

A Unión Europea respondeu á crise financeira internacional tomando medidas que permitan recuperar a estabilidade nos mercados e favorecer o crecemento económico nos Estados membros. No terreo da auditoría, no ano 2010 publicouse o documento «Libro Verde.

Mediating International Conflicts: The European Union as an Effective Peacemaker?

2015

This article examines how the EU's effectiveness as a mediator in peace negotiations can be appropriately conceptualized and analysed. Mediator effectiveness is analysed along two dimensions: goal-attainment and conflict settlement. Investigation of the conditions of mediator effectiveness is structured around four key sets of variables: mediator leverage, mediation strategy, coherence and the conflict's context. In our empirical analysis of EU mediation between Serbia and Kosovo (Belgrade–Pristina dialogue) we find that the medium degree of EU effectiveness (both in terms of goal-attainment and conflict settlement) can be explained by its great leverage vis-a-vis the conflict parties due t…

Measuring the shadow economy and its drivers: the case of peripheral EMU countries

2019

We adopt a long-run perspective to investigate the size of the shadow economy and explore the trends in this area. The analysis is based on a panel of peripheral EMU countries over the period 1965-2015. Our empirical approach relies on a multiple indicators and multiple causes (MIMIC) framework. This approach is a variant of structural equation modelling (SEM). We used two sets of variables, (i.e. potential determinants and indicator variables) to estimate an underlying (unobserved) index that measures the evolution of the shadow economy. Ascertaining the relative importance of the shadow economy enabled analysis of its relationship with other institutional and social issues (e.g. corruptio…

A Neofunctionalist Perspective on the ‘European Refugee Crisis’: The Case of the European Border and Coast Guard

2017

Initial literature on the ‘European refugee crisis’ discerned intergovernmental tendencies in its management. This paper examines whether neofunctionalism may be able to explain a major case of ‘European refugee crisis’ policy-making, the negotiations on the European Border and Coast Guard regulation. We argue, somewhat counterintuitively, that the theory considerably furthers our respective understanding. The crisis acted as a catalyst exposing the weaknesses of a system that pitted a supranational Schengen against a largely intergovernmental external border regime, notwithstanding a developing Frontex. These dysfunctionalities have been widely fostered by both national and supranational d…

The evolution of the Polish central bank’s views on Eurozone membership

2016

AbstractThis article analyses the reports published by the National Bank of Poland (NBP – Narodowy Bank Polski) between 2004 and 2014. These reports shed light on the evolution of official thinking on the possibility of Polish participation in the Eurozone, revealing a decline in enthusiasm over time. This change has taken place against a backdrop of a shift in general public attitudes (in Poland) towards the European Union, and a more specific shift in public opinion on the desirability of monetary integration on the supranational level caused by the economic crisis. These two factors explain the shift in conclusions and arguments contained in the official reports of the National Bank of P…

Evaluating the statistical significance of de facto accounting harmonization: a study of European global players

2000

Two different forces are involved in the international harmonization of accounting: institutional endeavours to harmonize accounting internationally by developing common accounting rules and reporting standards, and spontaneous efforts by ‘global players’ to adopt accounting methods that will improve communication with users in other countries. These two developments are proceeding side by side, generally reinforcing one another but occasionally moving independently. This paper is primarily concerned with the process of harmonization of financial accounting within the European Union. The hypothesis we want to test is that, in spite of the obstacles to the harmonization of regulations in the…

Trade imbalances within the euro area and with respect to the rest of the world

2015

Abstract Many studies have explored the determinants of current account balances in Europe. However, only in a few studies has trade balance been decomposed into intra balance, trade balance vis-a-vis the euro area, and extra balance, trade balance vis-a-vis the rest of the world. This decomposition is necessary for us to understand why some core euro area countries are acting as financial intermediaries for the periphery countries. Furthermore, the determinants of intra and extra balances might be different because nominal exchange rate cannot adjust between the EMU countries while their financial markets are highly integrated. Thus, we apply this decomposition and supplement the previous …
