The governments' doctors: the roles and responsibilities of chief medical officers in the European Union.

The regular meetings of the chief medical officers (CMOs) from the European Union's (EU's) 27 Member States provide an important forum to address issues of common interest affecting Europe's populations. Yet there is no universally agreed role for a CMO. This article describes the findings of a study, based on interviews with key informants and documentary analysis that sought to describe their diverse roles. For the purpose of this article, CMOs are defined as those sent by their governments to the regular EU meetings of CMOs. Administrative Fusion: Less Than a European ‘Mega‐administration’

Abstract This study explores administrative fusion. It is argued that the differentiated organizational constellation of the European Union contributes to a differentiated fusion of domestic core executive institutions. The European Commission mainly activates the lower echelons of domestic government hierarchies and contributes to a relative weakening of domestic politico‐administrative leadership. On the contrary, the Council of Ministers accompanies primarily a strengthening of domestic government hierarchies — notably the Foreign Office. This chapter explores the role of strategic interactions that affect the spatial allocation of structural funds in the European Union. More specifically, this chapter seeks to test if the interactions between government decisions are strategic substitutes or complements in the context of the European structural funds allocation. First, we present a theoretical model which depicts how the strategic interactions could affect the allocation of public grants in a bargaining process. This chapter investigates the relationship between food products and origin places within the European Union food policies. In the 1990s, the EU established a Geographical Indication (GI) system, constituted of a set of food quality brands and a legal framework for food, wine and spirits. This system, defined as a sui generis model by insiders, entails a strong EU government participation in the typical food symbolic and material modelling. Estimating the Effect of Common Currencies on Trade: Blooming or Withering Roses?

Abstract Using a gravity model and data on 182 countries worldwide, this paper estimates the effects of exchange rate volatility and currency unions on international trade for ten years spanning 1980 through 2010. We provide added confirmation and further strengthen the empirical findings in Rose (2000) prior to 1999, but we find a gradually diminishing Rose effect for the 2000-2010 period, when the Euro Zone is added to the currency union dummy. The rest of the coefficients generally comply in magnitude and sign with what is standard in the “gravity” literature. AbstractThe Income Stabilization Tool, a risk management scheme introduced within the Common Agricultural Policy (CAP) 2014–2020, could help European Union farmers manage the income risks they face. This study assesses the potential impact of implementing this tool through the maximum level of contribution to the fund which determines an indifference to participate in the fund and its financial sustainability. The study relies on an expected utility approach and assesses the variability of loss ratios over time using a sample of Italian hazelnut farms as a case study.
