Preventing early leaving in VET: distributed pedagogical leadership in characterising five types of successful organisations

This paper presents 14 organisers of upper secondary education in Finland with exceptionally low dropout rates. As a case study in which common strengths were defined, five types of organisations with typical characteristics were found: Working life‐oriented, Networked and team‐based, Cosy and traditional, Guidance‐oriented, and Innovative. Distributed pedagogical leadership (DPL) was created as the theoretical basis from which organisational actions were examined. Integration of young people into the labour market is an issue of a high priority. The youth unemployment problem has explicit links to the vocational education and training (VET) system. Since 2009 there is an ongoing reform in the Latvian VET system. In this respect also the role of local governments increases. The paper addresses the issue of introducing innovative approaches in the Latvian VET system. The aim of the study is to estimate the overall readiness of public administrations to implement VET reforms within regional economic development in the context of the EU and national strategic priorities.

Balancing ‘flexibility’ and ‘employability’: The changing role of general studies in the Finnish and Swedish VET curricula of the 1990s and 2010s

This article analyses and compares the evolving role of general subjects in the curricula of initial upper secondary vocational education and training (VET) in Finland and Sweden during the 1990s and 2010s. The research illustrates how Bernstein’s concept of ‘pedagogic code’ supports comparative studies on principles guiding changes to curricula and how the role of general studies in VET has been redefined. The findings show that while a principle of ‘market relevance’ has been central to VET over the decades since the 1990s, it has been subject to varying interpretations. It describes the negotiations, interactions and strategies deployed in the process, as well as the actors involved and the subjective effects it has on the students. Historical and comparative analysis of education run the risk to use commonplaces without proper understanding of the nuances, difficult to translate but which give different meaning to the same words. Programmes were launched in the French region of Burgundy in order to increase the understanding of the social and cultural obstacles for women in terms of occupational fields, considered a priori as male dominated. As part of this programme, the Compagnie du Sablier performed an interactive theatre play called "Lucie, the technician" ; it was aimed at an audience of lower secondary school pupils. It tells the story of a young girl determined to choose a male dominated occupation, and challenges young people to consider their career choice.
