Elections ordinaires et aménagements constitutionnels

2001

It is widely held that voting in the course of ordinary elections has no significant influence on the constitutional regime or order of a country. At least three powerful arguments are provided in support of that view. First, to claim that, at the same time as they play, players can change the rules is, to say the least, logically puzzling. A second argument refers to the motivations and possibilities of voters : voters, this argument says, are not really interested in constitutional issues and, even if they were, are particularly ill-equiped to understand their implications. The third argument rests on the observation of what obtains in practice : as a matter of fact, constitutional issues…

The respiratory microbiome in bronchial mucosa and secretions from severe IgE-mediated asthma patients

2017

Altres ajuts: This work was supported by Fundació Catalana de Neumología (FUCAP) and Centro de Investigación Biomédica en Red de Enfermedades Respiratorias(CIBERES). CIBERES is an initiative of the Instituto de Salud Carlos III. The bronchial microbiome in chronic lung diseases presents an abnormal pattern, but its microbial composition and regional differences in severe asthma have not been sufficiently addressed. The aim of the study was to describe the bacterial community in bronchial mucosa and secretions of patients with severe chronic asthma chronically treated with corticosteroids in addition to usual care according to Global Initiative for Asthma. Bacterial community composition was…

Analysis of microbiota in stable patients with chronic obstructive pulmonary disease

2014

To identify the bacterial diversity (microbiota) in expectorated sputum, a pyrosequencing method that investigates complex microbial communities of expectorated sputum was done in 19 stable chronic obstructive pulmonary disease patients (mean (SD) FEV1: 47 (18%) of predicted value). Using conventional culture, 3 phyla and 20 bacterial genera were identified, whereas the pyrosequencing approach detected 9 phyla and 43 genera (p < 0.001). In sputum the prevalent genera with pyrosequencing approach were Streptococcus, Actinomyces, Neisseria, Haemophilus, Rothia, Fusobacterium, Gemella, Granulicatella, Porphyromonas, Prevotella and Veillonella. Enterobacteriaceae, detected frequently in convent…

Metatranscriptomic Approach to Analyze the Functional Human Gut Microbiota

2011

The human gut is the natural habitat for a large and dynamic bacterial community that has a great relevance for health. Metagenomics is increasing our knowledge of gene content as well as of functional and genetic variability in this microbiome. However, little is known about the active bacteria and their function(s) in the gastrointestinal tract. We performed a metatranscriptomic study on ten healthy volunteers to elucidate the active members of the gut microbiome and their functionality under conditions of health. First, the microbial cDNAs obtained from each sample were sequenced using 454 technology. The analysis of 16S transcripts showed the phylogenetic structure of the active microbi…

2007

By two judgments of 12 september 2006 (Kingdom of Spain v. United Kingdom and Eman, Sevinger v. College van burgemeester en wethouders van Den Haag), the Court of Justice of the European Communities found that the provisions of the EC Treaty “contain no rule defining expressly and precisely who are to be entitled to the right to vote and stand as a candidate for the European Parliament”. As a con- senquence, in the current state of community law, the definition of these persons “falls within the competence of each Member State”. The Court pointed out that in the exercise of their competence Member States may not act contrary to EC law and in particular to the principle of equal treatment or…

Economic globalization and voter turnout in established democracies

2010

This paper asks whether international economic integration negatively affects electoral turnout. The theoretical model builds on the premise that economic integration constrains the ability of national governments to shape outcomes. Citizens are conscious of such constraints and take them into account when considering the costs and benefits of casting a vote in national elections. The result is a lower inclination to vote under conditions of high economic integration. Consequently, aggregate turnout is lower the more internationally integrated a national economy is. Analysis of aggregate data for parliamentary elections in 23 OECD democracies over the period 1965–2006 robustly supports this…
