Commoning of territorial heritage and tools of participated sustainability for the production and enhancement of agro-environmental public goods

2021

AbstractThe purpose of this paper is to analyze how the commoning heritage processes find application for the production of agro-environmental public goods in contexts of high socio-economic marginality and environmental vulnerability, characterized by abandonment and from the consumption of agricultural land for food use. The purpose is to understand how these processes are able to influence, at local level, the governance processes for the implementation of environmental protection strategies. The survey made it possible to verify how the commoning processes aimed at the production of agro-environmental goods generate territorial resilience, understood as a community competence able to st…

Electoral vulnerability and size of local governments: Evidence from voting on municipal mergers

2014

Abstract We analyze how anticipated changes in the electoral vulnerability of municipal councilors affect their voting behavior over municipal mergers. The electoral vulnerability changes due to a merger because it changes the composition of political competitors and the number of available seats in the next election. We use this variation for identification and find that the smaller the increase in the electoral vulnerability of a councilor, the more likely he is to vote for the merger. The documented effect is not driven by the behavioral response of the voters, or by party-line considerations. The councilors' desire to avoid personal electoral competition may lead to sub-optimally small …

Epicardial-limited electrophysiological heterogeneities do not facilitate ventricular arrhythmia induction. An experimental study

2015

The electrophysiological heterogeneities of the myocardium are associated with vulnerability to arrhythmias. This study presents an experimental heterogeneity model based on local epicardial cooling/warming.

The role of community-based knowledge and local institutions in managing landslides on the slopes of Mount Elgon, Uganda

2015

The paper explores the degree to which community-based knowledge (CBK) and local institutions can be effective for disaster preparedness and management, based on a study carried out in Nametsi Parish, located on the slopes of Mount Elgon, in eastern Uganda. The study area has experienced innumerable landslides since 1933. Whereas a few of the landslides have not been disastrous, several others have had far-reaching effects on the livelihoods of people living in the area. This is attributed partly to the geographical setting, which makes the area difficult to access, and partly to socio-economic factors such as a high population growth rate and widespread poverty. Despite these aspects of vu…

Definition of Seismic Vulnerability Maps for Civil Protection Systems: The Case of Lampedusa Island

2016

The opportunity to locate and quantify the major criticalities associated to natural catastrophic events on a territory allows to plan adequate strategies and interventions by civil protection bodies involved in local and international emergencies. Seismic risk depends, most of all, on the vulnerability of buildings belonging to the urban areas. For this reason, the definition, by a deep analysis of the territory, of instruments identifying and locating vulnerability, largely favours the activities of institutions appointed to safeguard the safety of citizens. This paper proposes a procedure for the definition of vulnerability maps in terms of vulnerability indexes and critical peak ground …

Social Problems, Entrepreneurial Behaviour and NEETs

2021

Since its origins, the idea about the NEET collective (a diverse group composed mostly of young people who neither study nor work) has been linked to school failure, unemployment and occupational vulnerability. However, in the last decade it has attracted considerable attention by educational and occupational policies. These policies, guided by the logic of activation, have been introducing entrepreneurship-based programmes addressed to NEETs, orienting their career paths towards self-employment and business creation. This chapter explores the complex binomial between NEETs and entrepreneurship and studies its feasibility through an analysis of the programmes that have been initiated by int…

Fire in Protected Areas - the Effect of Protection and Importance of Fire Management

2012

Fires are important but socially and economically unwanted disturbances of the ecosystems. They cannot be considered as a problem, they are global phenomena. Protected areas are created to protect biodiversity, and strict protection is often applied, forgetting that fire had shaped that that we aim to protect. This harsh protection is producing important changes in the protected habitats and is increasing their vulnerability to destructive wildfires. Thus, it is of major interest to incorporate fire management in the protected areas plan, including the (re)use of prescribed fire and traditional burning in order to reintroduce fire regimens, fundamental to the landscape sustainability. This …

Current state of water management in Japan

2014

Financial sustainability of water utilities is essential to guarantee the provision of high quality services. The aims of this paper are to review the current state of water management in Japan and to identify the main difficulties which confront Japanese water utilities. As the facilities built when the country expanded water utilities rapidly are drawing near the renewal period concurrently, water operators must quickly accelerate facility renewal work. The statistical data from the Japan Water Works Association illustrate that one of the most significant challenges facing Japanese water utilities is to finance investments to renew facilities and to prepare them for earthquakes. Difficult…
