Eiropas apcietinājuma lēmums kā viens no krimināltiesiskās sadarbības instrumentiem Eiropas Savienībā

Eiropas Savienības Padome 2002. gada 13. jūnijā pieņēma pamatlēmumu 2002/584/TI par Eiropas apcietinājuma lēmumu un par nodošanas procedūrām starp dalībvalstīm, kas ir uzskatāms par pirmo krimināltiesiskās sadarbības instrumentu Eiropas Savienībā, ar kuru īsteno savstarpējās atzīšanas principu. Ar šo pamatlēmumu klasiskā izdošanas procedūra starp dalībvalstīm tika aizstāta ar nodošanas sistēmu starp tiesu iestādēm, kā rezultātā reģionālā līmenī tika ieviests jauns, vienkāršots un paātrināts mehānisms cīņā ar starptautisko noziedzību. Taču neraugoties uz to, ka Eiropas apcietinājuma lēmums kļuva par krimināltiesiskās sadarbības veiksmes stāstu, laika gaitā tika konstatētas vairākas problēmas…

Following an insult, we assist to the spontaneous organization of different immune cells which cooperate, locally and at distance, to build up an appropriate response. The increase of the worldwide demand of “Platinum group elements” (PGE) for application in several fields such as industry, medicine, jewellery and, especially, in catalyst converter production, caused a noticeable increasing of PGE concentration in the environment. Though palladium, among the anthropogenic PGE, is not the most abundant one, it is the most hazardous since it undergoes easily and quickly oxidation to palladium(II) when in contact with soils, with a consequent increase of its mobility in the environment.
