A Neofunctionalist Perspective on the ‘European Refugee Crisis’: The Case of the European Border and Coast Guard

Initial literature on the ‘European refugee crisis’ discerned intergovernmental tendencies in its management. This paper examines whether neofunctionalism may be able to explain a major case of ‘European refugee crisis’ policy-making, the negotiations on the European Border and Coast Guard regulation. We argue, somewhat counterintuitively, that the theory considerably furthers our respective understanding. The crisis acted as a catalyst exposing the weaknesses of a system that pitted a supranational Schengen against a largely intergovernmental external border regime, notwithstanding a developing Frontex. AbstractThis article analyses the reports published by the National Bank of Poland (NBP – Narodowy Bank Polski) between 2004 and 2014. These reports shed light on the evolution of official thinking on the possibility of Polish participation in the Eurozone, revealing a decline in enthusiasm over time. This change has taken place against a backdrop of a shift in general public attitudes (in Poland) towards the European Union, and a more specific shift in public opinion on the desirability of monetary integration on the supranational level caused by the economic crisis. Heterogeneidad en el impacto de la política de becas en la escolaridad secundaria postobligatoria en España: un análisis por subgrupos poblacionales

El presente trabajo analiza el impacto de las becas sobre la probabilidad de finalizar con éxito el nivel secundario postobligatorio en España en el caso de diferentes subgrupos poblacionales. Se aplica un diseño cuasiexperimental (Propensity score matching) a partir de la Encuesta de Condiciones de Vida (ECV-2006). Los resultados confirman la existencia de efectos diferenciales positivos (con relación al impacto medio) de la política educativa en el caso de las mujeres y de los alumnos provenientes de hogares desfavorecidos, demostrando la existencia de heterogeneidad en el impacto de la política analizada.

Offshoring in the European Union: a Study of the Evolution of the Tax Burden

One of the most serious effects of offshoring is tax avoidance, which harms the economies of the affected regions. In an attempt to eradicate tax avoidance, the EU seeks to establish tax harmonization across its Member States. Based on data for 2006-2014, this study analyzes the historical evolution and current trends of a convergence or divergence of the tax burden for 15 EU Member States. The effective tax rate was used to assess the tax burden. This study used a novel approach to analyze the tax burden and conducted a cluster analysis to examine changes in the effective tax rates between 2006 and 2014. A sensitive and reliable method using pressurized liquid extraction (PLE) and liquid chromatography (LC)/electrospray ionization (ESI) tandem mass spectrometry with a triple quadrupole (QqQ) analyzer has been developed for the analysis of fumonisin B(1) (FB(1)), fumonisin B(2) (FB(2)) and fumonisin B(3) (FB(3)) in corn-based baby foods.
