The Compound Machinery of Government: The Case of Seconded Officials in the European Commission

textabstractThis article explores the compound machinery of government. Attention is directed toward decision making within the core executive of the European Union - the European Commission. The article studies seconded national civil servants (SNEs) hired on short-term contracts. The analysis benefits from an original and rich body of surveys and interview data derived from current and former SNEs. The decision-making dynamics of SNEs are shown to contain a compound mix of departmental, epistemic, and supranational dynamics. Management factors affecting the performance of technology firms

Abstract This paper analyzes high-technology firms within the European Union to determine the factors that influence performance through business productivity. The study examines six different factors that are representative of entrepreneurial activity, firstly from a purely business standpoint, and subsequently from the areas of production and technology, human resources, strategy and marketing and, lastly, the economic-financial area. Results indicate a direct relation between productivity and factors such as private borrowing, dynamism or using price as a strategic factor, while the reverse is true for concepts such as family resources, level of investment in R&D or training programs.

Assessing the impact of operating lease capitalization with dynamic Monte Carlo simulation

Abstract The European Commission has recently adopted a new accounting standard for leases that will be implemented in 2019, which requires operating lease contracts to be included in the balance sheet, affecting key ratios, leverage and profitability. We simulate the impact of IFRS 16 using Monte Carlo method, which incorporates the uncertainty of the future value of variables when making predictions. Unlike prior studies based on historical data, our study considers a five-year forecast horizon and, more importantly, contemplates several probable scenarios. MOF-Mediated Synthesis of Supported Fe-Doped Pd Nanoparticles under Mild Conditions for Magnetically Recoverable Catalysis**

Metal–organic framework (MOF)-driven synthesis is considered as a promising alternative for the development of new catalytic materials with well-designed active sites. This synthetic approach is used here to gradually transform a new bimetallic MOF, with Pd and Fe as the metal components, by the in situ generation of aniline under mild conditions. This methodology results in a compositionally homogeneous nanocomposite formed by Fe-doped Pd nanoparticles that, in turn, are supported on iron oxide-doped carbon. Prussian blue@MoS2 layer composites as highly efficient cathodes for sodium- and potassium-ion batteries

Prussian blue (PB) represents a simple, economical, and eco‐friendly system as cathode material for sodium‐ion batteries (SIBs). However, structural problems usually worsen its experimental performance thus motivating the search for alternative synthetic strategies and the formation of composites that compensate these deficiencies. Herein, a straightforward approach for the preparation of PB/MoS2‐based nanocomposites is presented. Fragmenting gadolinium: Mononuclear polyoxometalate-based magnetic coolers for ultra-low temperatures

The polyoxometalate clusters with formula [Gd(W 5O 18) 2] 9- and [Gd(P 5W 30O 110)] 12- each carry a single magnetic ion of gadolinium, which is the most widespread element among magnetic refrigerant materials. In an adiabatic demagnetization, the lowest attainable temperature is limited by the presence of magnetic interactions that bring about magnetic order below a critical temperature. We demonstrate that this limitation can be overcome by chemically engineering the molecules in such a way to effectively screen all magnetic interactions, suggesting their use as ultra-low-temperature coolers. © 2012 WILEY-VCH Verlag GmbH & Co. Photoelectric fields in doped lithium niobate crystals

Photoinduced light scattering (PILS) in nominally pure stoichiometric and congruent lithium niobate single crystals (LiNbO3), and ones doped with B³⁺, Cu²⁺, Zn²⁺, Mg²⁺, Gd³⁺, Y³⁺, Er³⁺ cations was studied. All crystals have a relatively low effect of photorefraction and are promising materials for frequency conversion, electro-optical modulators and shutters. It was found that the photovoltaic and diffusion fields for some crystals have a maximum at a wavelength of 514.5 nm. All the crystals studied are characterized by a maximum of the integral intensity of the speckle structure of the PILS at a wavelength of 514.5 nm.
