[Resumen] El Decreto de 27 de enero de 1822 llevó a cabo una nueva división del territorio español que afectó sustancialmente a Galicia. Así, por primera vez, se conformaron cuatro provincias, una de las cuales sería Orense. Del gobierno de esta nueva circunscripción se ocupará la Diputación Provincial. Este trabajo se centra en explicar los inicios de esta institución, particularmente su puesta en marcha, y las competencias más importantes que desarrolló.
Public Employees as Politicians: Evidence from Close Elections

We analyze the effect of municipal employees’ political representation in municipal councils on local public spending. We use within-party, as-good-as-random variation in close elections in the Finnish open-list proportional election system to quantify the effect. One more councilor employed by the public sector increases spending by about 1%. The effect comes largely through the largest party and is specific to the employment sector of the municipal employee. The results are consistent with public employees having an information advantage over other politicians, and thus, being able to influence policy.

In Catholic theology use of the term “dogma” is the most frequently associated with the normative dimension of faith. The above given title while speaking about “reflction” seems in addition to limit the meaning of the notion of “dogma” to the cognitive matters. This report introduces the present state of affairs in news automation and discusses what ethical considerations it raises in the work of media councils. Based on a European-wide research project, the three key takeaways are as follows:1) Large media players use automatically updated counters and infographics, but the automated gener-ation of news text is still mainly experimental in nature. This bill endangers the municipal social services system because it deeply modifies the conception thereof (leaning social services towards charity), the distribution of powers (taking competences to the town and city councils) and the public responsibility (encouraging private management and the commercial exploitation thereof).
