AbstractThe current study examines bilingual children as language policy agents in the interplay between official language policy and education policy at three Swedish-medium preschools in Finland. For this purpose we monitored nine Finnish-Swedish bilingual children aged 3 to 5 years for 18 months. The preschools were located in three different parts of Finland, in milieux with varying degrees of language dominance. Whilst the quality of early childhood education and care (ECEC) is being monitored increasingly closely, various documentation methods and practices that aim at recording and assessing children’s advancement and activities have expanded in ECEC. The research on the impact of such documentation methods on grassroots-level practices is however currently scarce. This chapter discusses the importance of different types of early language education in the public system according to national policy in two geopolitical contexts: Continental Northern Europe and the UK. This article explores accounts given by Finnish educators ( n = 31) on the topic of flexibly scheduled early childhood education and care (i.e. childcare provided during non-standard as well as standard hours). Previous research has shown this to be a sensitive topic because of the contradiction between what is deemed in the interests of children and the fact of providing childcare during non-standard hours. The article examines the question of the agentic force of documents in institutional practices and proposes a conceptual model of the agentic relation between documentation and human actors. For this aim, it presents an empirical case study of Finnish early childhood education and care. The study deals with individual education plans (IEPs), which are an example of child documentation that aims at an individualised and participatory pedagogy. The early 1990s economic setback brought significant reforms favoring the outsourcing of care in Finnish municipalities. Here, outsourcing refers to the practice of municipalities employing private organizations through different means (e.g., open tendering) to deliver public care services. In this context, this study examines the growth in the outsourcing of service housing and home-help services in 311 municipalities from 2001 to 2015 and investigates the municipal factors associated with outsourcing using four dimensions: care needs, population size, economic situation, and political ideology of the municipality. The purpose of this study was to explore participation in job-related lifelong learning (LLL) among well-educated mature workers and compare it across four Nordic countries. Although this group generally is very active in LLL, the centrality of knowledge work in society, rapid pace of skills-renewal and rising learning demands for all qualifications levels, necessitates a better understanding of the patterns and factors affecting their skill development.
