Improving the Crisis to Crisis Learning Process

While crises may appear to be event-driven, post-mortem accounts often identify factors that accumulate over time and increase the likelihood of failure. These factors are particularly difficult to anticipate when multiple organizations are involved in crisis preparation and event detection. Through the development of a systems-based model of crisis management, it was learned that knowledge sharing can be accelerated or inhibited by the development of trust among organizations through the management of events. Abstract The concepts of Situational Awareness (SA) and Common Operational Picture (COP) are closely related and well-acknowledged to be crucial factors for effective emergency management. Improving situation awareness in crisis response teams

In responding to an emergency, the actions of emergency response teams critically depend upon the situation awareness the team members have acquired. Situation awareness, and the design of systems to support it, has been a focus in recent emergency management research. In this paper, we introduce two interventions to the core processes of information processing and information sharing in emergency response teams to analyze their effect on the teams' situation awareness: (1) we enrich raw incoming information by adding a summary of the information received, and (2) we channel all incoming information to a central coordinator who then decides upon further distribution within the team. Abstract This paper considers the education of the labour force based on an analysis of trends in and the relationships between job polarization and skills mismatch. Both job polarization and skills mismatch have become topics of increasing interest, but relationships between the two have been relatively neglected in the literature. Identifying Resilient and Non-Resilient Labour Conditions in Europe Using Qualitative Comparative Analysis

Based on the concept of labour market resilience, this paper is aimed to determine the combination of initial conditions behind resilient and non-resilient labour markets after the financial crisis in 2008 in Europe. We start from the assumption that some initial conditions in 2007 are crucial to achieve a specific labour result when a shock appears. Youth Unemployment in Romania: Post-crisis Challenges

Abstract This article reviews the dynamics of the Romanian youth labour market between 2007 and 2013. Using total unemployment rate as benchmarking we describe the dynamics of youth unemployment during these years. We argue that the short time effects of the crisis on youth unemployment are just one side of the problem. The long term effects related to education and migration trends are the main challenges that labour market policies should address in the near future.

Unemployment Transitions to Stable and Unstable Jobs Before and During the Crisis

Using administrative records data from Spanish Social Security, we analyse the pattern and the determinants of individual unemployment benefit spell durations. We compare a period of expansion (2005-2007) and the recent recession (2009-2011), allowing us to determine the impact of the current crisis. In line with the duality that characterizes the Spanish labour market, we distinguish between exits to a stable job and exits to an unstable job. We estimate a Multivariate Mixed Proportional Hazard Model for each time period. This work intends to carry out a comparative statistics between Italian banks (both co-operative banks that banks) about their economic and corporate profiles in the period immediately before (2006-2007) and in the immediate aftermath (2008- 2011) to the international financial crisis. In this way, we will try to investigate whether the global economic shock caused any differences between these banks in their funding policies, credit policies.
