In order to shape tax reform it is necessary objectively to assess the current stateof-the- art of and of the outlook for the tax system. After having reviewed all previous reforms in the light of the consumption-based (interest- adjusted) concept of direct taxation, which was almost systematically implemented in Croatia in 1994, we present the results of a broad expert opinion survey about the Croatian tax system. Three suggestions are made for extensions from and to CVE's: awareness of others, multiple media, and scalability. Awareness of others and their activities is strongly desirable in all media and applications, not just in CVE's. Multiple media are not seriously catered for in existing CVE's, and a suitable architecture will precede popular applications. CVE's need to be scalable to greater numbers of people, and achieving this also has implications for greater flexibility and reconfigurability. Abstract Soil preparation after clear-cutting leads to fragmentation of forest floor and, consequently, changes the habitat of decomposers. Stump removal for bioenergy is further increasing the disturbance in the soil. We studied responses of decomposers to stump removal in boreal spruce forests during the first 4 years after clear felling in relation to mounding. Difference temperature-to-time electronic interface based on a thermistor-to-generalized impedance converter

Abstract In this work a difference temperature-to-time converter is shown using two thermistors working in a DC generalized impedance converter. Voltage drop in one of the thermistors depends on the temperature difference between them. This voltage is compared with a time varying exponential reference voltage obtaining a time interval at the output circuit with good linear dependence with respect to the input temperature difference. Experimental results are obtained showing a new generalized impedance converter application. The implemented circuit was characterized by a repeatability of 1.0%, a reproducibility of 4.5% and a relative accuracy of 1.3%.
Human impact diminishes seedling species richness in Kakamega Forest, Kenya

Summary Anthropogenic forest fragmentation and other kinds of human disturbance, such as selective logging, can reduce the diversity of plant and animal species. To evaluate the impact of fragmentation and small-scale disturbance on forest regeneration, we assessed species richness and total abundance of adult trees in comparison with seedlings in the heavily fragmented and disturbed Kakamega Forest, western Kenya. In nine differently disturbed 1-ha study blocks distributed across the main forest and fragments, we mapped all trees >10 cm in diameter at breast height. Los Reglamentos (UE) 2016/1103 y 2016/1104 del Consejo autorizan a las parejas transfronterizas a elegir la ley aplicable a sus relaciones patrimoniales sobre la base de uno de los criterios enumerados en el artículo 22.1. Sin embargo, el acuerdo de elección de la ley puede tener un contenido diferente al señalado en la redacción del artículo 22 de los ?Reglamentos Gemelos?. El objetivo del análisis es ilustrar que sería incorrecto sostener que tales acuerdos son, a priori, inválidos o no permiten la autonomía de la voluntad. Esta cuestión requiere una evaluación de la finalidad concreta del acuerdo de las partes y debería, al menos, estar abierta al examen del tribunal competente.
Design and Characterization of a New MV PLC Coupler for Smart Electric Energy Systems

This paper deals with the design, modeling and characterization of a new coupling system for medium voltage (MV) narrow band power line communications (NB-PLC). It exploits the capacitive divider of voltage detecting systems (VDSs) normally used to reveal the mains voltage presence, thus avoiding the use of dedicated MV couplers. The proposed coupling system was patented by the authors. In this paper, the modeling of the VDS capacitive divider is presented, using a proper characterization method.
