This article explores 11 projects jointly facilitated by the European Union National Institutes for Culture (EUNIC) and EU Delegations in nine countries located in Europe, Africa, and South America as part of a strategic cooperation between the European Commission, the European External Action Service and EUNIC. The objectives are fourfold: (1) defining the main terms used such as fake degrees and diploma mills; (2) providing a brief history of fake degrees and identifying the factors that explain their recent development; (3) developing a theoretical framework to analyze fake degrees; and (4) exploring the costs and benefits of this activity and its net impacton a given society. Multilateral diplomacy faces pressures to improve the efficiency of its operations. Because meetings play a central role in diplomacy they form one promising target in productivity improvements. Diplomatic meetings are rife with political maneuvering and embedded with pervasive diplomatic rituals and protocols which all affect considerably the content and form of successful technology interventions. Despite the fact that fake degrees have been used since the creation of legitimate diplomas, the fake degrees business is reaching epidemic proportions, notably because of globalization, new information and communication technologies and “diploma race”. We define the concept of fake degrees and distinguish different kinds of fakes. We also indicate the main functions of diplomas in the economic literature.
