Sustainable Development Goals and Performance Measurement of Positive Energy District: A Methodological Approach
2021
The “Positive Energy Districts and Neighbourhoods for Sustainable Urban Development” program launched by the European Union can be considered a milestone towards the clean energy transition and carbon neutrality of urban areas. The achievement of this ambitious transition requires properly defined methodologies and action plans grounded on the main environmental, economic, and social pillars of sustainability. This paper is focused on the definition of a methodology for the characterization of PEDs sustainability assessment in terms of Sustainable Development Goals. In particular, the main research question to be answered regards the allocation of the surplus energy of PEDs to target the su…
School district administrators' perspectives on special education policy and practice in Norway and Sweden
2012
The purpose of this study was to examine special education policy and practice from the perspective of school district administrators in Norway and Sweden. Administrators from 266 Norwegian and 262 Swedish municipalities completed a survey concerning: (a) reasons children need special education, (b) common and desired organizational solutions, and (c) the influence of policy on practice. Despite a number of clear differences, findings suggest that Swedish and Norwegian administrators share similar attitudes regarding the provision of special education support. It appears that in both countries inclusive practices are seen as the ideal, yet, Norwegian administrators appear to have a stronger…

Discussing the Concepts of Cluster and Industrial District
2016
The significance and popularity of the cluster and industrial district concepts claim for a deeper reflection. The analysis of one of the European Commission’s (EC) policy documents shows inconsistencies that do not impede the formulation of normative statements. That way we answer the question of why and how cluster ideas have substituted industrial district principles and the consequences derived from that phenomenon.
Prospective study of population aging in Verviers District (wallonia, belgium).
2013
Aging population has become an important issue and challenge in most Western Europe countries. This substantive change is likely to deeply affect the structure and the way our societies work (European commission, 2012a). Furthermore, aging population and its consequences are now a sensitive topic in policy at both European and national levels, especially concerning budget discussions and the increased societal costs linked to the phenomenon (European commission, 2012b). However, at more local scales, the topic is not fully integrated in urban or regional policies yet. This situation can be seen as a paradox since local collectivities will have to concretely deal with the impacts and the gro…
The Dynamic Evolution of the Proximity Effect in the Textile Industry
2011
This paper tests the evolution of the relationship between localization and proximity and their effect on firm performance for a sample of 10,490 Spanish textile firms in the period 2001–2006. Using coefficients of specialization two levels of geographical disaggregation are distinguished: (i) the provincial cluster and (ii) the industrial district. The results obtained show a positive and significant impact of the specialization level on productivity, both for industrial districts and provincial clusters (in this case only when the levels of specialization are high enough). In general, the effect is higher for industrial districts than for provincial clusters, although in both cases it dec…
Is tourism firm competitiveness driven by different internal or external specific factors?: New empirical evidence from Spain
2015
Abstract The quest to understand the multilevel antecedents of competitiveness has led to a separation of approaches. On one side of the question are the environment theories that analyze the structural characteristics of the general and competitive environment. On the other side are the Resource Based View and its extensions that highlight firm-specific resources and capabilities as the main basis of firms' competitiveness. However, in recent years the nature of competition and shifting economic conditions have given rise to new theoretical approaches that complement the assumptions underlying both environmental and firm theories. Specifically, this study contributes by examining the regio…
ODOUR STUDY WITH QUALITATIVE AND QUANTITATIVE RESEARCH METHODS IN VARIOUS DISTRICTS OF RIGA
2017
Different emission sources of odours become increasingly important environmental problem which may have a negative impact on human health and quality of life. Human odour perception may be subjective, however on odour perception threshold is considered to be the odorant concentration where at least half of odour assessor’s group members confirm the existence of odour, and then it is 1 OUE /m3. Nowadays more and more advanced technologies are used to measure odour concentration. Olfactometer Scentroid SM100 allows users to accurately quantify ambient odour concentration in field. Also this equipment allows to collect source samples and analyze odour in a laboratory. Odour study in 2016 and 2…
How does diversity affect district innovation systems?Findings from a comparative study of european ceramics
2018
This research applies Nelson’s (1993) primary typology of enterprises to understand why the propensity for innovation varies across ceramics district innovation systems in Europe. We use innovation systems and industrial district theories to explore the innovation capacity of the two most important ceramic tile industrial districts in Europe—Emilia Romagna in Italy and Castellon in Spain. Our analysis shows that, in both districts, innovation plays a decisive role in allowing companies to maintain competitiveness in a globalizing market. However, by comparing the composition of their district innovation systems, our analysis shows that: (i) although levels of competition in both districts a…
