Considerazioni sulla finanza pubblica italiana tra il XIX ed il XX secolo

This essay deals with the doctrinal debate emerging from articles and editorials by econoil mists published on newspapers such as Corriere della Sera, Il Giornale d'Italia, Il Sole, La Tribuna, Il Mattino, Il Secolo. The debate increased interest in items of public finance from 1890 to the rise of fascism in Italy. During thirty years, public debt, tax reform, fiscal matters, finance during war-time and problems relating to rail transport were the main debated topics. These issues show the economic and financial structure of the country in order to better understand the development opportunities which Italy enjoyed introducing the reform necessary to modernize the economic framework.

The main argument of the present article is that previous scholarship has turned Marcion’s exegesis of Scripture upside down. He did not find the inspiration for his doctrine in the teachings of the Apostle Paul, it is the Old Testament and its portrait of an inconsistent, vengeful and cruel God which forms the centre of his theology. Marcion does not understand the Old Testament in the light of the New, he interprets the New Testament in the light of the Old.

I will argue for the similarity between some aspects of Aristotle’s doctrine of causes and a particular kind of interventionist theory of causality. The interventionist account hypothesizes that there is a connection between causation and human intervention: the idea of a causal relation between two events is generated by the reflection of human beings on their own operating. This view is remindful of the Aristotelian concept of αἴτιον (cause), which is linked to the figure of the αἴτιος, the person who is responsible of an action. This chapter revisits the key theses of Georg’s Jellinek’s Declaration of the Rights of Man and of Citizens: A Contribution to Modern Constitutional History [1895]. The objective of this chapter is to expose the ‘umbilical cord’ that linked the notion of ‘constitutional’ rights and the will theory, on one side, and the internal incompatibility of notion of ‘inalienable rights’ with the will theory – reflecting an unabated conflict of the doctrines of parliamentary supremacy and constitutional rights, on another side.
