Research activities are subject to constant processes of evaluation, which increasingly include the use of bibliometric indicators to support decision-making. This paper presents a model for the individual evaluation of different facets of researchers' work and discusses the interest in using “control” parameters to identify deviations suggesting inappropriate conduct. The proposed model is illustrated through an empirical example that analyzes the activity of Spanish researchers in the area of Library and Information Science. Searches for anisotropies in the arrival directions of the highest energy cosmic rays detected by the Pierre Auger Observatory

We analyze the distribution of arrival directions of ultra-high energy cosmic rays recorded at the Pierre Auger Observatory in 10 years of operation. The data set, about three times larger than that used in earlier studies, includes arrival directions with zenith angles up to $80^\circ$, thus covering from $-90^\circ$ to $+45^\circ$ in declination. After updating the fraction of events correlating with the active galactic nuclei (AGNs) in the V��ron-Cetty and V��ron catalog, we subject the arrival directions of the data with energies in excess of 40 EeV to different tests for anisotropy. Darbā pētīti SIA „KG Latvija” grāmatvedības organizācijas dokumenti un to atbilstība LR normatīvajos aktos noteiktajām prasībām. Kā pētāmo problēmu, autore izvirzījusi uzņēmuma dokumentu izstrādes kļūdas un neatbilstības normatīvajiem aktiem. Darba mērķis: Balstoties uz noteiktajām prasībām LR normatīvajos aktos, novērtēt SIA „KG Latvija” izstrādātos grāmatvedības organizācijas dokumentus un sniegt priekšlikumus to pilnveidošanai. Pētījuma rezultātā tika secināts, ka SIA “KG Latvija” grāmatvedības organizācijas dokumenti neatbilst normatīvo aktu prasībām, tāpēc autore sniedz priekšlikumus turpmākai SIA “KG Latvija” grāmatvedības organizācijas dokumentu atbilstošai izstrādei.

A Robust Multi Stage Technique for Image Binarization of Degraded Historical Documents

International audience; Document image binarization is a central problem in many document analysis systems. Indeed, it represents one of the basic challenges, especially in case of historical documents analysis. In this paper, we propose a novel robust multi stage framework that combines different existing document image thresholding methods for the purpose of getting a better binarization result. CLAHE technique is introduced to significantly enhance contrast in some poor images. The proposed method then uses a hybrid algorithm to partition image into foreground and background.
