Two important judgments of the Consiglio di Stato (Italy) allow revisiting general institutions relating to the primacy of EU law and the instruments that guarantee its application in national law. Among others are the direct effect of the directives, the need for a preliminary ruling, and the so-called double preliminary ruling. Finally, the essay highlights some critical issues regarding the limits of the non-application of the law, the overcoming of the res judicata, and the temporary suspension of the ousting effect of a rule of EU law by national courts.
A Time-Non-Homogeneous Double-Ended Queue with Failures and Repairs and Its Continuous Approximation

We consider a time-non-homogeneous double-ended queue subject to catastrophes and repairs. The catastrophes occur according to a non-homogeneous Poisson process and lead the system into a state of failure. Instantaneously, the system is put under repair, such that repair time is governed by a time-varying intensity function. We analyze the transient and the asymptotic behavior of the queueing system. Background and purpose: Amyotrophic lateral sclerosis (ALS) is a fatal neurodegenerative disease with limited treatment options. RNS60 is an immunomodulatory and neuroprotective investigational product that has shown efficacy in animal models of ALS and other neurodegenerative diseases. Evidence of Single State Dominance in the Two-Neutrino Double-β Decay of ^{82}Se with CUPID-0.

We report on the measurement of the two-neutrino double-β decay of ^{82}Se performed for the first time with cryogenic calorimeters, in the framework of the CUPID-0 experiment. With an exposure of 9.95 kg yr of Zn^{82}Se, we determine the two-neutrino double-β decay half-life of ^{82}Se with an unprecedented precision level, T_{1/2}^{2ν}=[8.60±0.03(stat) _{-0.13}^{+0.19}(syst)]×10^{19} yr. The very high signal-to-background ratio, along with the detailed reconstruction of the background sources allowed us to identify the single state dominance as the underlying mechanism of such a process, demonstrating that the higher state dominance hypothesis is disfavored at the level of 5.5σ.

During the analysis of the La (SS-B) autoantigen for catalytic activities an ATP-dependent double-stranded RNA unwinding activity was detected. Both native and recombinant La proteins from different species displayed this activity, which could be inhibited by monospecific anti-La antibodies. La protein was able to melt dsRNA substrates with either two 3'-overhangs or a single 3'- and a 5'-overhang. Double-stranded RNAs with two 5'-overhangs were not unwound, indicating that at least one 3'-overhang is required for unwinding. Double churches with or without side annexes are quite common in the Roman province of Dalmatia. Sixteen double churches - 5% of the inventory of Dalmatia - were recorded in our work. Few churches were built at one time, more at different times. In the latter case, there may be an influence exercised by Salona and the wish to reproduce the churches of its episcopal group on a smaller scale. Other motivations must be taken into account; they can be of liturgical (baptismal, funerary, martyrial) and practical kind. But none were generally prouved. We have few examples with liturgical furnishings almost fully preserved in both buildings, showing similar functions.

Summary Background In patients with COPD, exacerbations are associated with poor quality of life and may shorten survival.
