In this paper, we give a mathematically rigorous treatment of the problem in the framework of Bayesian decision theory. Well-designed, well-told stories can help others learn from past situations to respond more effectively in future situation. A blog is presented where PhD students and researchers are invited to collaborate by providing their stories, reading and commenting existing stories. However, studies have shown mismatches between Learning Management System (LMS) design and the general institutional context in developing countries. In this paper, we assess the design and implementation requirements for Makerere University LMS against the overall institution context.
