The objective of this paper is to review the efficiency of public expenditure for education in Romania compared to other EU countries, and to the EU average. Thus we proceeded to a benchmarking analysis. In order to perform an analysis of public spending efficiency for education by benchmarking at the EU level, representative indicators must be chosen in order to quantify the volume of efforts and effects. Together with solar, wind, and hydro renewable energy sources (RES), biomass constitutes an integral part of the high-renewables electricity systems. Considerable feedstocks for electricity generation are process-based residues. Ukraine is the world leader in sunflower seed production, therefore, husk (a by-product of oil production) is a promising biofuel for combustion- based power plants. The plants consume primarily electricity and fossil fuels (natural gas or fuel oil) for steam production. Their usage affects the edible oil production cost and impacts on climate change. Robustifying principal component analysis with spatial sign vectors

In this paper, we apply orthogonally equivariant spatial sign covariance matrices as well as their affine equivariant counterparts in principal component analysis. The influence functions and asymptotic covariance matrices of eigenvectors based on robust covariance estimators are derived in order to compare the robustness and efficiency properties. We show in particular that the estimators that use pairwise differences of the observed data have very good efficiency properties, providing practical robust alternatives to classical sample covariance matrix based methods. peerReviewed
