Conditions of cultural citizenship: intersections of gender, race and age in public debates on family migration

This article analyses problem framings in public debates on family migration in Finland. The study focuses on the less-examined category of age and how it intersects with gender, race and religion. We examine the discursive context within which parliamentarians and the media negotiate questions of migration policies, belonging and citizenship. Our analysis identifies problem framings by combining frame analysis with the ‘What is the problem represented to be?’ approach, which understands policies as problematizations. Studies framing “belonging” as a key focus and a central concept of research have increased significantly in the 2000s. This article explores the dimensions of belonging as a scholarly concept. The investigation is based on a qualitative content analysis of articles published in academic journals covering a large number of different disciplines. The fight against educational inequality is one of the foundational principles of education in France. Implementing equal opportunity and the fight against social and geographical inequality are inscribed in the first article in the Code of Education. However, educational inequality persists and has continued to increase these past years. Using data sets from threedifferent international and national evaluations (PISA, Cedre, and TALIS), this dissertation seeks to bring a new perspective on the reduction of inequality for students enrolled in secondary education in France.
