A comparison of internal and international barriers to trade
1999
In a world in which barriers to trade at all levels - international and internal - are mostly a by-product of the implementation by governments of different regulatory policies to deal with domestic or local problems, the mechanisms that are set in motion by the operation of competition among the governments inhabiting the different jurisdictional tiers of federal countries lead to outcomes that are different from those generated by the 'agreed-upon' rules that govern the relations of national governments with each other in matters of international trade. A model is used to compare two ways of dealing with the external damages that are consequent on the pursuit of beneficial domestic regula…
Vertical competition in a unitary state
2000
The paper is concerned with what Albert Breton, in his theory of competitive federalism has called vertical competition, that is, competition between governments situated at different levels. However its setting is government systems that are unitary rather than federal and structured around three or four levels of government rather than the two often implicitly assumed. The paper tries to show that these characteristics may offer a partial solution to what is perhaps the major problem raised by vertical competition, that is, how winners in a vertical contest get protected against retaliation by the losers when the latter can change the rules (which are not constitutionally entrenched). In …
2014
After mentioning the turning of the ETUC following the rejection of the Treaty for a Constitution for Europe, which it had supported, even though some of its member organisations, notably the French and Dutch, had distanced themselves from it, or even called for it to be opposed - a contextual element -, this chapter examines how the ETUC approaches the place and role of women within it and, more broadly, in European trade unionism, but also in the various policies, particularly social policies, of the European Union in which it intervenes or is consulted. The answer leads to three perspectives concerning :1. The ETUC's policy for dealing with gender inequalities (including the gender mains…
2014
Although it has been a key concept of literary criticism in the English-speaking world for more than a half-century, modernism remains a relatively misunderstood notion in France, owing to its proximity to somewhat close concepts such as modernity and avant-garde, which it only partially overlaps. The concept is relevant to experimentation in all literary genres, but this study focuses on the novel, with texts by James Joyce, André Gide, Ramón Gómez de la Serna and Virginia Woolf. Those have often been mischaracterized by literary critics as either mimetic novels — though more realistic than realist novels — or more frequently as emblematic of the self-referential text, as defined by the do…
Green Deal et PAC : quelle compatibilité ?
2021
The June 2018 CAP proposals are only marginally consistent with the ambitions of the Green Deal. This is also the case of the regulation revisions being adopted by either the Council or the European Parliament in October 2020. Making EU agriculture consistent with the Green Deal but would require a whole food chain policy that encompasses more stringent instruments on the supply side and extensive changes in eating patterns.
