Two important judgments of the Consiglio di Stato (Italy) allow revisiting general institutions relating to the primacy of EU law and the instruments that guarantee its application in national law. Among others are the direct effect of the directives, the need for a preliminary ruling, and the so-called double preliminary ruling. Finally, the essay highlights some critical issues regarding the limits of the non-application of the law, the overcoming of the res judicata, and the temporary suspension of the ousting effect of a rule of EU law by national courts.

Second language comprehensibility and accentedness are highly complex phenomena, and numerous studies have been conducted to better understand these constructs. However, research has seldom addressed L2 comprehensibility and accentedness in relation to speakers' proficiency in the target language. This study explores L2 English comprehensibility and accentedness across three proficiency levels. The speakers were 60 teenaged Finns, half of them speaking Finnish as their L1 and half speaking Finland-Swedish as their L1. Abstract The study investigates the linguistic basis of Common European Framework of Reference (CEFR) levels in English as a foreign language (EFL) learners’ writing. Specifically, it examines whether CEFR levels can be distinguished with reference to syntactic complexity (SC) and whether the results differ between two groups of EFL learners with different first languages (Sindhi and Finnish). This sheds light on the linguistic comparability of the CEFR levels across L1 groups. AbstractIn this article we explore the factors contributing to reduce the distance of laggard firms to the European frontier, focusing on institutional factors. To characterize Total Factor Productivity frontier firms within industries for the European Union we use firm level data from AMADEUS for the period 2003–2014. Our findings provide evidence on the importance of governance quality and easiness in getting credit in explaining the distance of laggard firms to the European productivity frontier. Dealing with viewers’ complaints: Role, visibility and transparency of PSB Ombudsmen in ten European countries

The article shows the results of a comparative analysis of the complaints management mechanisms offered by ten European Public Service Broadcasting (PSB) systems on their corporate websites. Using a qualitative methodology, it maps the procedures and evaluates the visibility, transparency and dissemination of results. The findings show, firstly, great diversity in terms of responsible election and management, despite the converging media governance.
