RECONSIDERING THE FUNDING SOURCES FOR THE HEALTH SYSTEM IN ROMANIA

An optimal health system must ensure that all citizens have free access to medical services, and to determine the effective use of funds. We therefore reach the conclusion that the health financing system that best meets the optimal criteria is the public one. We believe that a system of public health funding should be based not only on contributions, but also on funding from the state budget; therefore it should combine the two public sources. If it were based solely on contributions, then the earnings should be volatile towards the economic cyclicality, and would not ensure the fiscal sustainability of the system. Abstract Despite the initial function of hashtags as tools for sorting and aggregating information according to topics, the social media currently witness a diversity of uses diverging from the initial purpose. The aim of this article is to investigate the communicative functions of hashtags through a combined approach of literature review, field study and case study. Different uses of hashtags were subjected to semantic analysis in order to disclose generalizable trends. La non stationnarité dans les séries saisonnières. Application au tourisme tunisien

The purpose of the paper is to specify the nature of the seasonal behaviors of tourist stay demand in Tunisia by using recent tools of monthly time series analysis. The available series (tourist expenditures, prices, guest nights, reception capacities,...) are analyzed with the classical theory of demand and the theory of supply induced demand. Empirical results show that these series are generated by non stationary processes which seasonality is stochastic and deterministic.
