Does strategy matter? A comparison of broadband rollout policies in Finland and Sweden
2008
This study investigates broadband policies applied in Finland and Sweden with special reference to the geographical coverage of the required network infrastructure. These two Nordic countries are seen as forerunners in the development of the information society, and they also share several other similarities bearing relevance to the take-up of broadband. However, they have applied different broadband strategies: Sweden, one of the first-movers in this field, already launched its ambitious and interventionist national ICT infrastructure program in 2000, whereas the Finnish broadband strategy, published in 2003, largely relies on market forces. The present article analyses these broadband str…
Job protection deregulation in good and bad times
2019
Abstract This paper explores the short-term employment effect of deregulating job protection for regular workers and how it varies with prevailing business cycle conditions. We apply the local projection method to a newly constructed dataset of major regular job protection reforms covering 26 advanced economies over the past four decades. The analysis relies on country-sector-level data, using as identifying assumption the fact that stringent dismissal regulations are more binding in sectors that are characterized by a higher ‘natural’ propensity to make regular adjustments to the workforce. We find that the response of sectoral employment to deregulation depends crucially on the state of t…
Do foreign workers reduce trade barriers? Microeconomic evidence
2015
This paper provides evidence that foreign workers reduce firms' trade costs and thus increase the probability that firms export. This informs both the literature on trade costs and the microeconomic literature on firms' export behaviour. We identify the nationality of each worker in a large sample of German establishments, and relate this to the exporting behaviour of these establishments. We allow for the possible endogeneity of an establishment's workforce by instrumenting the share of foreign workers with the regional distribution of foreign workers in the wider labour market. We find a significant effect of worker nationality on exporting which is not driven by the industrial, occupatio…
Market empowerment of the patient: the French experience.
2011
Through analysis of the French experience, this article explores the way economic policy has sought to encourage active, well-informed patients by giving them market power. The new status of the patient as consumer is based on two foundations: the endeavour to build a healthcare market and the activation of demand-based policies. The keystone of this new system is a conception of the market as a process constructed by economic policy. Recent measures such as the standardization of care and the introduction of incentives to respect a treatment pathway then constitute effective levers to establish a free-market rationale.
Dynamics of female labour force participation in France
2013
International audience; This article formulates and estimates a structural intertemporal model of labour force participation. Relying on theoretical characterizations derived from an economic model of lifetime behaviour, we estimate a dynamic probit model with correlated random effects using longitudinal data to allow for a dynamic structure. The model is applied to a panel of married women drawn from the 1997–2002 French Labour Force surveys in order to represent their participation behaviour. It is estimated by maximum simulated likelihood. Our results show that women’s decisions to go out to work are characterized by significant state dependence, unobserved heterogeneity and negative ser…
Application of 5E model for learning Mechanics through inquiry in secondary education
2018
Experimental investigation of low-frequency pulsed Lorentz force influence on the motion of Galinstan melt
2016
Abstract The paper presents the results of the numerical and physical experiments, aimed at assessing the influence of pulsed force of electromagnetic field on the melt motion and the fluid velocities. The experiment was performed on the eutectic alloy Galinstan in the cylindrical volume, where an ultrasonic Doppler velocimeter was employed for velocity measurements under conditions of pulsed and steady EM field application. A numerical simulation of the melt flow, forced by the steady EM force, involved a 2D axisymmetric model. The k-e turbulence model was used to obtain the information about the melt velocities. The verification of the numerical model was carried out for the steady case. …
Fluctuations of the Casimir-Polder force between an atom and a conducting wall
2007
We consider the quantum fluctuations of the Casimir-Polder force between a neutral atom and a perfectly conducting wall in the ground state of the system. In order to obtain the atom-wall force fluctuation we first define an operator directly associated to the force experienced by the atom considered as a polarizable body in an electromagnetic field, and we use a time-averaged force operator in order to avoid ultraviolet divergences appearing in the fluctuation of the force. This time-averaged force operator takes into account that any measurement involves a finite time. We also calculate the Casimir-Polder force fluctuation for an atom between two conducting walls. Experimental observabili…
Electromagnetic field fluctuations near a dielectric-vacuum boundary and surface divergences in the ideal conductor limit
2012
We consider the electric and magnetic field fluctuations in the vacuum state in the region external to a half-space filled with a homogeneous non-dissipative dielectric. We discuss an appropriate limit to an ideal metal and concentrate our interest on the renormalized field fluctuations, or equivalently to renormalized electric and magnetic energy densities, in the proximity of the dielectric-vacuum interface. We show that surface divergences of field fluctuations arise at the interface in an appropriate ideal conductor limit, and that our limiting procedure allows to discuss in detail their structure. Field fluctuations close to the surface can be investigated through the retarded Casimir-…
