Economic Support during the COVID Crisis. Quantitative Easing and Lending Support Schemes in the UK

2021

Abstract We investigate how UK bank business lending responded to the simultaneous use of quantitative easing, leverage ratio capital requirements, and government COVID lending support schemes. We find no evidence that the Brexit wave increased lending to nonfinancial businesses, compared to the previous waves, except for QE-banks subject to the UK leverage ratio, suggesting that the ratio incentivised QE-banks to lend to businesses. The government schemes helped expand lending especially to SMEs post the COVID wave, indicating that complementing QE with other credit easing programmes can reinforce its impact on lending to the real economy. During COVID-stress, changes to the UK leverage ra…

Towards the Improvement of Citizen Communication Through Computational Intelligence

2016

When dealing with problems that arise from collective sharing of resources in metropolitan areas (i.e., energy, pollution, traffic, health) most of the interaction between citizens and local governance is usually carried out through the use of natural languages. Digital technologies allows smart cities residents to communicate with a broad range of experts (e.g. bureaucrats, legislators, urbanists, etc.) that routinely use technical terminology seldom accessible to the layperson, or linguistic styles that are not immediately understandable. Although information technology should encourage citizen participation in governance at many levels, the different levels of knowledge possessed by the …

Geophysical prospection of the Roman city of Pollentia, Alcúdia (Mallorca, Balearic Islands, Spain)

2016

Abstract We present the results of the geophysical investigation carried out in the Roman city of Pollentia, in the island of Mallorca. The ancient city was identified in the 19th century. Old and new archaeological excavations have helped to uncover a residential area, a theatre, the forum, several necropolises and other remains of the city, but a large unexplored area has still to be investigated. For instance, the limits of the ancient town and the presence of harbour structures are still unknown. The geophysical survey has covered an area of more than 20.000 m2 by integrating magnetic, electromagnetic, electrical and ground penetrating radar (GPR) methods. Many unseen archaeological fea…

The (de)politicisation of nuclear power: The Finnish discussion after Fukushima

2017

When the Fukushima accident occurred in March 2011, Finland was at the height of a nuclear renaissance, with the Government’s decision-in-principle in 2010 to allow construction of two new nuclear reactors. This article examines the nuclear power debate in Finland after Fukushima. We deploy the concepts of (de)politicisation and hyperpoliticisation in the analysis of articles in the country’s main newspaper. Our analysis indicates that Finnish nuclear exceptionalism manifested in the safety-related depoliticising and the nation’s prosperity-related hyperpoliticisation arguments of the pro-nuclear camp. The anti-nuclear camp used politicisation strategies, such as economic arguments, to sho…

From USSR to EU: 20 years of rural landscape changes in Vidzeme, Latvia

2012

Landscape changes have been observed throughout rural Europe over the past decades in relation to intensifying agriculture and land marginalisation. This is particularly true for Central and Eastern Europe as drastic political and socio-economic changes have taken place over the past century, as is the case for Latvia. Using a detailed time series of high-resolution remotely sensed images spanning from 1988 to 2007, the landscape structure (composition and configuration) in Vidzeme, central Latvia, is examined and compared between periods. Major recent events for the country, such as independence and entry into the European Union are covered. The effect on landscape structure of various soc…

Social vulnerability to climate policies: Building a matrix to assess policy impacts on well-being

2021

In this article, we address the social vulnerability of people to climate mitigation policies and contribute to assessing the social impacts of climate policies by introducing a matrix tool for conducting vulnerability assessments and participatory climate policy planning. The matrix serves as a methodological tool for identifying social groups in their social spaces. First, we lay the foundation for the matrix by linking social vulnerability to equality and justice, demonstrating the importance of addressing social vulnerability in climate policy design and research. Next, we introduce the ways in which social vulnerability has been addressed in the integration of social and climate policy…

Alien Plant Diversity in Mediterranean Wetlands: A Comparative Study within Valencian, Balearic and Sardinian Floras

2018

Although wetlands provide an important range of environmental, social and economic services, they are increasingly subjected to anthropogenic erturbations, amongst which invasion by alien plants is particularly alarming. This paper focuses on the alien flora of wetlands from three territories belonging to the western Mediterranean area: one continental (Valencian Community) and two insular (Balearic Islands and Sardinia), providing a complete checklist for the three territories and a general comparison. In total, 380 alien taxa from 89 families have been reported, being the Valencian Community the area richer in taxa (312), followed by the Balearic Islands (151) and Sardinia (134). The inva…

Enabling policy innovations promoting multiple ecosystem benefits: lessons learnt from case studies in the Baltic Sea Region

2019

Abstract This paper analyses how specific institutional barriers and drivers affect the success of agri-environmental governance and policy innovations in four case study catchments in Germany, Latvia, Poland and Sweden. Possible adaptations of institutional settings are explored, aiming at increased effectiveness of policies and governance in delivering multiple ecosystem benefits along with reduced nutrient emissions and flood management. Factors of success synthesized from existing examples of innovative policy instruments in the EU and further afield are used to identify barriers and opportunities for the implementation of policy innovations in different institutional settings across th…
