Is there a Nordic model of final disposal of spent nuclear fuel? Governance insights from Finland and Sweden

This paper explores citizen participation in Swedish and Finnish regulatory processes for final disposal of spent nuclear fuel (SNF). Finland and Sweden are considered the most advanced worldwide in term of SNF disposal plans. Our aim is to analyze the institutional waste management frameworks, focusing on the role of civil society organizations (CSOs); how lay-people and civil society organizations have been able to participate and contribute to radioactive waste licensing processes; and the nature of radioactive waste risk debates. Making the case for policy : persuasiveness in higher education, science and technology policy discourse

Policy texts present problems, propose solutions to those problems and persuade multiple audiences of the legitimacy of the proposed problems and solutions. The rhetorical analysis of two decades of higher education and science and technology discourse in Finland, Germany, UK, Portugal and USA highlights the discursive elements that contribute to persuasiveness of policy, construe it as rational and logical, and create a sense of urgency in bringing it about. For Hannah Arendt, some of the most distinctive features of the modern age derived from the adoption of a process-imaginary in science, history, and administration. This article examines Arendt’s work, identifying what it calls the ‘process-frame’ in her criticism of imperialism, economy, and the biologization of politics. It discusses an interpretation in which ‘natality’ presents a completely alternative mode of temporality, a resistance to the process-frame. We propose a conceptual and graphical model of the territory built from an empirical intuitive and deductive approach of systemic paradigm of territorialization. This model is based on an individualized approach before being extended to the collective level. It is first seen in the context of the evolution of the concept in scientific thinking. Then, we introduce it in understanding the dynamics of the territory, under the paradigm of territorial intelligence, through observation and observatories that we adapt to the context of governance systems at different scales.

The territorial presentation of performance: the sustainability reports in automotive and aerial transport industries in Asia and EuropaThis research studies the sustainability reports of 18 automobile constructors and airlines companies for 2011. The study aims at identifying the objectives pursued by these firms and analyzing both similarities and differences. Introducing the concept of territory, we propose to consider sustainability reports as tools for a story-telling that would reconcile the social and the economic dimensions of the firms.

By discussing the concept of development itself, authors propose two synthetic indexes relying on estimation of potential: Development Space Value and Development Space Creation Under the weak hypothesis that any successful development improves future possibilities, changes in potential are a good development measure. In their path, authors show how development space is tied with freedom: a shrink in it results mechanically in indexes fall. So, "sustainable" and "economic" become two sides of same piece rather than enemies. Reliable in simulations, the approach is to be tested in real conditions, to verify full data availability and to secure calculating methods.
