Exploring citizens' legitimacy judgments about governmental refugee policies

Tämän tutkimuksen tavoitteena on saada tietoa siitä, miten nuoret, korkeakoulutetut suomalaiset muodostavat legitimiteettiarvioitaan Suomen hallituksen pakolaispolitiikasta. Tutkimus on osa kansainvälistä tutkimushanketta, joka toteutettiin Suomessa, Saksassa ja Espanjassa. Työn teoreettinen viitekehys on legitimiteettiteoriassa ja erityisesti Suchmanin (1995) neljässä legitimiteetin alatyypissä. Tutkimusmetodeina käytetään fokusryhmätutkimusta, Q-metodia ja teoriaohjaavaa sisällönanalyysia. Tulokset osoittavat luottamusta hallituksen toimia kohtaan pakolaiskriisissä. Näkemys oikeudenmukaisuudesta ja kihlakunnantuomarin viraltapano 1700-luvun puolivälin Vanhassa Suomessa

Sven Johan Östring hoiti Vanhassa Suomessa sijainneen Savonlinnan tuomiokunnan kihlakunnantuomarin virkaa reilun vuosikymmen ajan keväästä 1747 kesään 1760. Kihlakunnantuomarin ja tuomiokunnan rahvaan välit kärjistyivät 1750-luvun lopulla talonpoikien valittaessa toistuvasti tuomari Östringin väärinkäytöksistä. Talonpoikien mukaan kihlakunnantuomari Östring oli heidän vihamiehensä. Artikkelissa kysytään, miten virkavirhevalitusprosessit etenivät ja mitkä syyt johtivat lopulta kihlakunnantuomarin viraltapanoon. Epistemic governance in local policy debates : The case of entitlement to early childhood education and care in Finland

In Finland, children below school age have enjoyed the right to attend subsidised full-time early childhood education and care (ECEC). However, the attendance rate in Finland is low in comparison to other Nordic countries. Furthermore, the entitlement was restricted to 20 h per week in 2016 unless the child’s parents work or study full-time or unless it is believed that the child will benefit from full-time ECEC. The debates concerning restrictions in ECEC entitlement in three municipal councils serve as the data for this study. Abstract The paper claims that contemporary Russian cultural policy has been determined by political transformations associated with the political project to establish sovereignty that has organized Putin’s regime since 2012. The idea behind it is traced to Putin’s 2006 intention ‘to make a people out of a mere population’. To understand that intention, and to explain the contribution of culture and cultural policy to its concretization, the paper draws on Foucault’s account of sovereignty and governmentality, and the development of the Gramscian notion of hegemony. Purpose – The purpose of this study is to identify the different research strands concerning studies related to human resource management (HRM) and ageing employees. More specifically, the paper analyses how age and gender are understood and conceptualized in these studies. Tässä pro gradu -tutkielmassani selvitän ELY-keskusten liikuntatoimen viranhaltijoiden näkemyksiä aluehallintouudistuksen vaikutuksista alueellisen liikuntatoimen tilaan. Aluehallinnon uudistus käynnistettiin hallitusohjelmalla vuonna 2007. Uudistus toteutui ja uudet viranomaiset aloittivat toimintansa 1.1.2010. Uudistuksessa lakkautettiin vanha lääninhallitusjärjestelmä ja liikuntatoimet siirrettiin ELY-keskusten alaisuuteen. Sivistyshallinto pirstoutui, kun osa sen tehtävistä sijoitettiin aluehallintovirastoihin ja osa maakunnan liitoille. This study explored the perceptions of deputy directors about their leadership in Early Childhood Education (ECE) centres in Finland. Our aim was to look beyond task distribution and understand how deputy directors enacted leadership with their colleagues. Six deputy directors employed in one municipality in Finland participated in this study. Interviewed individually, the participants discussed how they themselves perceived being in a leadership position and what their leadership looked like in practice. The use of e-government services and the Internet: The role of socio-demographic, economic and geographical predictors

This article explores the use of e-government services from the perspective of digital divides. First, it aims to find out which socio-demographic, economic and geographical factors predict the use of e-government services. Second, the article aims to show whether these factors moderate the way in which the time spent on the Internet is associated with the use of e-government services. The article is based on survey data (N=612) collected in Finland in May–June 2011 and is analysed by using a logistic regression modelling.
