This paper proposes an analysis of initiatives and measures that the EU has developed, both in terms of research and normative, in order to improve the safety of freight vehicles. Participation has increasingly become a means and an end for successful and ‘empowering’ social policy. Building on previous governmentality critiques of participatory initiatives, this article investigates practices of resistance in the context of Finnish participatory social policy. I adopt a Foucauldian counter-conducts approach as my lens to study critical speech as a form of resistance in initiatives that invite marginalised people as ‘experts-by-experience’ in social welfare organisations. This article develops a theoretical framework for analyzing adult learning in projects aiming to strengthen citizenship implemented by nongovernmental organizations, especially in the contexts of sub-Saharan Africa. On the basis of a review of international development research, we suggest that a new framework should address the need for a conceptualization of learning as a gradual process and for capturing the gap between ideal models and everyday experiences of citizenship.
