Enterprise Architecture Descriptions for Enhancing Local Government Transformation and Coherency Management

Local governments cover multiple service sectors and are typically organized into diversified, deeply hierarchical organizations. Public services offered are tangible, mostly non-IT-critical, and heavily dependent on human resources. Information management is mainly manual in strategy and management processes. In this case study of a large Finnish local government organization, enterprise architecture (EA) is proposed as a tool for improving the coherency of the local government and its alignment to IT and other resources. The EU still has a democratic deficit and its legitimacy is strongly questioned. This reveals the importance of citizenship and participation in the context of the challenges the EU faces today. The article contributes to the current discussions on the shifting frameworks of participation and citizenship through empirical research into the EU’s participatory governance. Abstract In this piece, the authors question whether critical language research, in its complex collection of researcher choices, is possible beyond the discursive imaginary of critical academic scholarship. In other words, how do (allegedly) anticolonial efforts re-orient towards contribution to the imperial record? Measurement of Open Access as an Infrastructural Challenge : The Case of Finland

Finland has set numeric goals for the development of open access. However, at the moment, no system is available by which this development could be monitored.
