Valtionavustustoiminta on olennainen osa suomalaista yhteiskuntapolitiikkaa ja valtionhallinnon ohjausjärjestelmää. Avustamista toimeenpanevat ministeriöt, tulosohjatut virastot sekä muut asiantuntijaorganisaatiot. Artikkelimme tutkii kulttuurihallinnon virkakunnan vallankäyttöä opetus- ja kulttuuriministeriön (OKM) valtionavustuspolitiikassa. Ymmärrämme kulttuurihallinnon ohjausvälineineen merkittävänä valtaa käyttävänä organisaatiorakenteena. Tarkastelu pohjautuu arviointitutkimukseen OKM:n tulosohjaaman asiantuntijaviraston Taiteen edistämiskeskuksen (Taike) valtionavustusprosessista. Tämän tutkimuksen tavoitteena on saada tietoa siitä, miten nuoret, korkeakoulutetut suomalaiset muodostavat legitimiteettiarvioitaan Suomen hallituksen pakolaispolitiikasta. Tutkimus on osa kansainvälistä tutkimushanketta, joka toteutettiin Suomessa, Saksassa ja Espanjassa. Työn teoreettinen viitekehys on legitimiteettiteoriassa ja erityisesti Suchmanin (1995) neljässä legitimiteetin alatyypissä. Tutkimusmetodeina käytetään fokusryhmätutkimusta, Q-metodia ja teoriaohjaavaa sisällönanalyysia. Tulokset osoittavat luottamusta hallituksen toimia kohtaan pakolaiskriisissä. AbstractJudging value of scholarly outputs quantitatively remains a difficult but unavoidable challenge. Most of the proposed solutions suffer from three fundamental shortcomings: they involve (i) the concept of journal, in one way or another, (ii) calculating arithmetic averages from extremely skewed distributions, and (iii) binning data by calendar year. Here, we introduce a new metric Co-citation Percentile Rank (CPR), that relates the current citation rate of the target output taken at resolution of days since first citable, to the distribution of current citation rates of outputs in its co-citation set, as its percentile rank in that set. Abstract The Madden–Julian oscillation (MJO) is analyzed using the reanalysis zonal wind– and satellite outgoing longwave radiation–based indices of Wheeler and Hendon for the 1974–2005 period. The average lifetime of the MJO events varies with season (36 days for events whose central date occurs in December, and 48 days for events in September). The lifetime of the MJO in the equinoctial seasons (March–May and October–December) is also dependent on the state of El Niño–Southern Oscillation (ENSO). During October–December it is only 32 days under El Niño conditions, increasing to 48 days under La Niña conditions, with similar values in northern spring. This difference is due to faster eastw…

The influence of the Madden–Julian Oscillation (MJO) on rainfall amounts over Equatorial East Africa (Kenya and northern Tanzania) is analysed for the period 1979–95 at the intraseasonal (pentad) time-scale. The two rainy seasons (March to May and October to December) are considered. Intraseasonal wet events in East Africa are embedded in large-scale zonal circulation anomaly patterns along the equator, showing distinct eastward propagation. It is further found that these ‘wet’ events display a clear phasing with respect to the MJO cycle. This phasing is expressed as out-of-phase variations between the Highland and the coastal areas.
