Explaining the Difference between Policy-Based Evidence and Evidence-Based Policy: A Nexus Analysis Approach to Mobilities and Migration

Abstract In this policy analysis, we explain the difference between policy-based evidence (PBE) and evidence-based policy (EBP). We argue that better, evidence-based understanding, explanations, and questions can be sought by problematizing the challenging forms of twenty-first century migration and mobilities. We emphasize that this can be done by not confusing PBE with EBP, especially when each is needed as a basis for specific types of action. Tutkimuksessa kuvataan Humanistisen ammattikorkeakoulun opiskelijoiden ko-kemuksia henkilökohtaisesta opintojen ohjauksesta. Aineisto koostuu 23:n syksyllä 2003 aloittaneen opiskelijan kirjoitelmista, joissa käsiteltiin opiskeluaikaisia hopsauskokemuksia. Tutkimuksen lähestymistapa on fenomenologinen. Aineiston analyysi tehtiin Giorgin fenomenologisen psykologian viisivaiheisen analyysime-netelmän mukaan. This article discusses social dynamics of higher education which is one of the most crucial but neglected perspectives in comparative studies of higher education. We pay attention to the importance of time, space and contexts—both geographical and socio-cultural ones—to reveal how they influence on different social dynamics in various systems of higher education. The article focuses on the national higher education system level. Models for the development of generic skills in Finnish higher education

This article examines how Finnish universities and other higher education institutes have responded to the challenges posed by rapid changes in the world of work and societies all over Europe, particularly with reference to the development of generic skills. The data were collected by means of individual and group interviews at three Finnish higher education institutes, including two universities and one university of applied sciences. The interviews involved 63 persons in charge of management, development and teaching at these institutes. The aim of the study was to explore the tensions, as experienced by student teachers, in a teacher education program that is based on psychodynamic theory. Previous research shows that students have had orientation problems in innovative university studies because it involves students having to take steps toward their discomfort zone.
