Epistemic governance in local policy debates : The case of entitlement to early childhood education and care in Finland

In Finland, children below school age have enjoyed the right to attend subsidised full-time early childhood education and care (ECEC). However, the attendance rate in Finland is low in comparison to other Nordic countries. Furthermore, the entitlement was restricted to 20 h per week in 2016 unless the child’s parents work or study full-time or unless it is believed that the child will benefit from full-time ECEC. The debates concerning restrictions in ECEC entitlement in three municipal councils serve as the data for this study. However, it is unclear what is meant by the concept of equality in different situations, as the meaning fluctuates and reflects the cultural political contexts in which it is embedded. In this paper, we analyse the equality discourses of local early childhood education and care (ECEC) policymakers in Finland, drawing on different conceptualizations of equality and social justice. This article explores accounts given by Finnish educators ( n = 31) on the topic of flexibly scheduled early childhood education and care (i.e. childcare provided during non-standard as well as standard hours). The study explores Finnish mothers' and educators' perceptions on young children's experiences and child-responsive practices related to flexibly-scheduled early childhood education and care (ECEC). Data were gathered by ethnography-based interviews with mothers and educators of oneto three-year-old children attending this form of ECEC and qualitatively analysed using the method of inductive content analysis. The article investigates the ongoing reformulation of the institutional culture of early childhood education and care (ECEC) in Finnish evening ECEC. Educators’ practices in implementing evening ECEC were explored and viewed through the lens of young children’s belonging. Data were collected by observing the evenings of eight children aged 20–36 months in two Finnish centers offering flexibly scheduled ECEC and analyzed using qualitative thematic analysis. Subsidizing private childcare in a universal regime

AbstractAll families in Finland have the freedom to choose between subsidized home care, universal public childcare, and private childcare. We study the impact of the introduction of private childcare subsidies in Finland. Private childcare subsidies have causal effects on take-up but no impact on home care or employment among women with small children. Instead, private services seem to crowd out public childcare. Private services have a socioeconomic gradient by mother’s education that steepens when the subsidy increases. Families’ preferences between home care, public childcare, and private childcare do not explain the result.
Underemployment among mothers of children with intellectual disabilities

Background Mothers with lifelong care responsibilities might involuntarily be non-employed or work part-time, both of which are defined as “underemployment.” This study aimed to investigate who these underemployed mothers are and what are the factors associated with such employment hardship when having a child with intellectual disability (ID). Childcare and work : exploring the views of Finnish mothers and fathers

In this study, meanings given to childcare and work by parents were explored. The aim was to shed light on what factors parents consider when they decide who is going to stay at home. Four mothers and four fathers, all of whom had been both working and stay-at-home parents, were interviewed. The data were analyzed qualitatively. Parents believed in gender equality; however, the decision who stays at home was not based on gender. Cultural beliefs in the primacy of the mother could also be seen.
