Public sector reform tends to harbour competing ambitions, problems and solutions. Reforms in higher education policy are no exception. They are often multi-faceted phenomena, partly because higher education institutions are complex organizations with wide-ranging expectations and demands from a variety of stakeholders. This chapter argues that higher education institutions cannot ‘organize away’ competing objectives, but rather aim to create organizational designs which help complex institutions to live with complex reforms. Indefinite integrals of quotients of special functions

ABSTRACTA new method is presented for deriving indefinite integrals involving quotients of special functions. The method combines an integration formula given previously with the recursion relations obeyed by the function. Some additional results are presented using an elementary method, here called reciprocation, which can also be used in combination with the new method to obtain additional quotient integrals. Sample results are given here for Bessel functions, Airy functions, associated Legendre functions and the three complete elliptic integrals. All results given have been numerically checked with Mathematica.

New special function recurrences giving new indefinite integrals

ABSTRACTSequences of new recurrence relations are presented for Bessel functions, parabolic cylinder functions and associated Legendre functions. The sequences correspond to values of an integer variable r and are generalizations of each conventional recurrence relation, which correspond to r=1. The sequences can be extended indefinitely, though the relations become progressively more intricate as r increases. These relations all have the form of a first-order linear inhomogeneous differential equation, which can be solved by an integrating factor. A Rayleigh-Ritz approach for postbuckling analysis of variable angle tow composite stiffened panels

Abstract A Rayleigh-Ritz solution approach for generally restrained multilayered variable angle tow stiffened plates in postbuckling regime is presented. The plate model is based on the first order shear deformation theory and accounts for geometrical nonlinearity through the von Karman’s assumptions. Stiffened plates are modelled as assembly of plate-like elements and penalty techniques are used to join the elements in the assembled structure and to apply the kinematical boundary conditions. Regulatory T cells selectively preserve immune privilege of self-antigens during viral central nervous system infection.

Abstract Regulatory T cells (Tregs) are important for the attenuation of immune reactions. During viral CNS infections, however, an indiscriminate maintenance of CNS immune privilege through Treg-mediated negative regulation could prevent autoimmune sequelae but impair the control of viral replication. We analyzed in this study the impact of Tregs on the development of acute viral encephalomyelitis, T cell-mediated antiviral protection, and prevention of CNS autoimmunity following intranasal infection with the gliatropic mouse hepatitis virus strain A59. The Strange Case of the Protective Perimeter: Liberties and Claims to Non-Interference

In this paper I aim at pointing out some difficulties raised by the so-called thesis of the protective perimeter of liberties (ToPP), that is: the thesis according to which: neither a privilege necessarily involves a claim to non-interference, nor a claim to non-interference necessarily presupposes a privilege. As to the first aspect of the thesis, I argue that it relies on a misleading concept of ‘interference with a liberty’, which surfaces in the examples to which the thesis is made applicable.
