Tutkimus käsittelee Suomen ja Neuvostoliiton välistä turistimatkailua. Suomi oli neuvostoliittolaisille tärkein turistikohde kapitalististen maiden joukossa ja neuvostoliittolaiset olivat yksi suurimmista matkustajaryhmistä Suomeen kylmän sodan ajanjaksolla. In this article, we analyze the management and political implications of COVID-19 in two small countries located at the EU’s north-eastern border: Finland and Estonia. Culturally, ethnically, and linguistically, they share a common Finno-Ugrian identity. Politically, both are parliamentary republics run by coalition governments. They were among the first countries in Europe to reopen borders for travel in June 2020 after almost three months of lockdown. 1800-luvulla matkailu alkoi yleistyä, mikä oli seurausta teollistumisesta, kaupungistumisesta ja perinteisten maaseutuyhteisöjen häviämisestä. Keskiluokan vaurastuminen, liikenneyhteyksien ja -välineiden kehittyminen sekä lukuisten matkailuun liittyvien instituutioiden, kuten matkatoimistojen, ilmestyminen edesauttoivat uuden vapaa-ajanmatkustuskulttuurin, turismin, syntyä. Enää matkustaminen ei ollut luokkaan tai sukupuoleen sidottua, vaan naiset ja keskiluokkaiset alkoivat myös tehdä vapaa-ajanmatkoja.
