The monograph studies the regulatory simplification policy programmed by the National Recovery and Resilience Plan, analyzing its elements of novelty compared to policies already undertaken in the country and its relevance in the context of Plan implementation. It then considers the regulatory measures being taken to implement the said policy, questioning whether genuine simplification is being achieved.

In this brief intervention it is submitted that the emergency measures against COVID-19, adopted by the Hungarian Government, infringe the rule of law under the European Convention of Human Rights. First of all, these measures appear to be discriminatory, according to art. 1 of the Convention, insofar as they expressly aim at protecting only Hungarian citizens. Furthermore, they are not “necessary” under article 15, given that they extend to the « legal security and the stability of the national economy ». The notion of decomposability for families of Banach space valued functions is a certain kind of generalization of convexity. The traditional measures of concentration are based on the hypothesis that agglomeration forces among plants appear only inside of a single area and they do not have any effect outside of it. Instead, it is reasonable thinking to the existence of factors exerting their effects not only within the territory where they were originated but, in the meantime, producing spillovers into neighbouring areas. The classical Markowitz approach to the portfolio selection problem (PSP) consists of selecting the portfolio that minimises the return variance for a given level of expected return. By solving the problem for different values of this expected return we obtain the Pareto efficient frontier, which is composed of non-dominated portfolios. The final user has to discriminate amongst these points by resorting to an external criterion in order to decide which portfolio to invest in. We propose to define an external portfolio that corresponds to a desired criterion, and to assess its distance from the Markowitz frontier in market allowing for short-sellings or not.
