Wpływ zróżnicowania narodowościowego na poziom kapitału społecznego lokalnej wspólnoty. Badania porównawcze w wybranych gminach województwa opolskiego

2019

2018

the discourse on good governance is overvvhelmingly dominated by countrywide approach, while botli a methodological and axiological concerns point to the nced for a stronger concentration on local governance. 'i hus, the purpose of this paper is an application of a concept of good governance to the local level of the Polish commune. Firstly, the main sources of good governance concept are presented, including its cmcial. dimcnsions being a normalive point of reference for evaluating whether the governancc is good 01* bad. Secondly, by analyzing the collection of data about variety of tools dcsigncd to measurc ąuality of local governance worldwide, the author picks one of the local governanc…

Exploring the Shift from Output Measures to Outcome Measures of Service Delivery: Insights from Municipal Research

2021

Prior research shows that reporting on outcome measures increases the probability that local officials will use perform- ance data to inform their decisions. What has been over- looked in the literature is the question of why some local governments continue to focus more on outputs than on out- comes of service delivery, thereby limiting their ability to use performance data for decision-making. The purpose of this art- icle is to identify organizational, individual, and support factors that could increase the probability that local officials in the Apulia Region of Italy when measuring performance, will move beyond the basic measures of output to the more advanced measures of outcome. Base…

Spatial Differences in the Expenses Incurred by Units of Local Governments on Physical Culture in Poland in 2017

2018

Units of local governments in Poland are responsible for running actions in the sphere of physical culture. The growing number of people practicing sports, as well as social and rearing aspects related to sports exert an influence on the activity of sports clubs and social organizations which promote physical culture. While only some sports organizations are selfsufficient economically, most of them must rely on public support. In Poland, like in the majority of European countries, one of the main sources of financing are subventions from public means. In this paper, using the background of characteristics related to legal aspects of financing physical culture by local government, which is …

Emerging Joint Expertise? Multiagency Collaboration Described in Local Integration Programmes in Finland

2016

Multiagency collaboration is seen as an essential way of working to promote the two-way integration of newcomers and a receiving society. The term multiagency collaboration underlines the diversity of actors in cooperation. Cross-sectorial networks are mentioned in higher strategies as well as in the local programmes or plans for action. But how is multiagency work structured at the local level? This article looks at the examples of multiagency collaboration in the written documents of local integration programmes in the Finnish context. The examples are chosen from different areas. It seems that collaboration is widely emphasized as a goal or a working method. Whereas expertise in integrat…

On a Robin (p,q)-equation with a logistic reaction

2019

We consider a nonlinear nonhomogeneous Robin equation driven by the sum of a \(p\)-Laplacian and of a \(q\)-Laplacian (\((p,q)\)-equation) plus an indefinite potential term and a parametric reaction of logistic type (superdiffusive case). We prove a bifurcation-type result describing the changes in the set of positive solutions as the parameter \(\lambda \gt 0\) varies. Also, we show that for every admissible parameter \(\lambda \gt 0\), the problem admits a smallest positive solution.

Aménités urbaines et périurbaines dans une aire métropolitaine de forme fractale

2002

In the THÜNEN tradition, Urban Economy is a striking abstraction, giving models that keep the main features of the wide diversity of real word cities. Nevertheless, this paradigm less suits the modern urban spatial structures (polycentrism, weak centripetal forces, etc.), particularly the peri-urban form of metropolitan areas, which are an urban/rural integrated space. In this paper, we propose a classical micro-economic urban model combined with a " SIERPINSKI's carpet " geometry, a fractal form which suits for fit together urban and rural areas in a hierarchical structure. Subject to a budget constraint, a household maximises a Cobb-Douglas/CES function, where household's taste for divers…

Property (gb) through local spectral theory

2014

Property (gb) for a bounded linear operator T on a Banach space X means that the points c of the approximate point spectrum for which c I-T is upper semi B-Weyl are exactly the poles of the resolvent. In this paper we shall give several characterizations of property (gb). These characterizations are obtained by using typical tools from local spectral theory. We also show that property (gb) holds for large classes of operators and prove the stability of property (gb) under some commuting perturbations.

Local cubic splines on non-uniform grids and real-time computation of wavelet transform

2017

In this paper, local cubic quasi-interpolating splines on non-uniform grids are described. The splines are designed by fast computational algorithms that utilize the relation between splines and cubic interpolation polynomials. These splines provide an efficient tool for real-time signal processing. As an input, the splines use either clean or noised arbitrarily-spaced samples. Formulas for the spline’s extrapolation beyond the sampling interval are established. Sharp estimations of the approximation errors are presented. The capability to adapt the grid to the structure of an object and to have minimal requirements to the operating memory are of great advantages for offline processing of s…
