This study explores the multiple representational roles evoked by Commission officials. The article has a dual ambition: The first is to outline an institutional perspective on representation that seizes a middle-ground between intergovernmental and neo-functional notions of representation. The second ambition is to empirically illuminate this perspective inside the Commission. This study offers an organisation theory approach on administrative fusion. It is argued that the differentiated organisatational constellation of the European Union contributes to a differentiated fusion of domestic core executive institutions. It is argued that the European Commission mainly activates the lower echelons of the domestic government hierarchies, notably professional experts within sector ministries and agencies. Produktiviteten i byggebransjen har falt siden slutten av 90-tallet, mens andre store næringer har økt i produktivitet eller holdt seg stabilt.
