Structured methodology for selection of maintenance key performance indicators: Application to an oil refinery plant
2017
The novel contribution of the work is the proposal of a structured multi-step methodology that may support the Decision Maker (DM) in the measurement of maintenance performance by means of Maintenance Key Performance Indicators (MKPIs). To this aim, a multi-level hierarchical framework able to synthesize the most meaningful aspects affecting the maintenance results is designed. Then, MKPIs are selected from the literature, assigned to the hierarchical framework and ranked by an Analytic Hierarchy Process-based approach with incomplete comparison matrices. A mathematical model is finally formulated to select the optimal set of MKPIs. The methodology is implemented in an oil refinery plant an…
A Structured Methodology for the Safety Key Performance Indicator Prioritization: A Case Study
2021
Nowadays, companies have become more and more attentive to the management and evaluation of activities, processes and actions related to the safety in workplaces. This attention stems from both the need to comply with law requirements and to improve the productivity of the company by ensuring the reduction of occupational injuries and diseases. Accordingly, performance evaluation is a fundamental step also theorized by the most important guidelines on Occupational Health and Safety Management Systems (OHSMSs). With this recognition, the present paper provides a methodology to prioritize Safety Key Performance Indicators (SKPIs) starting from an initial set selected from the literature. Refe…
La misurazione della performance accademica: un'analisi applicata al "costo standard per studente in corso"
2017
The recent introduction of the “standard cost per regular student”, as a criterion adopted by the Italian Ministry of Education to measure public university performance, implies a deep afterthought of those methods underlying the design of performance management and measurement systems in Italian universities. This has also to be extended – through a systemic perspective – to the evaluation of the Third Mission activities influencing the corresponding socio-economic context. With the intent to support a diagnostic activity related to the academic performance, this paper aims at introducing a system of output-outcome indicators – within a consistent framework – oriented to measure the driver…
Unpacking Higher Educational Institutions (HEIs) performances through the institutional logics lens
2019
In the current knowledge-based economy, Higher Education Institutions (HEIs) are called to play different interconnected roles related to triple university missions. Alongside the two traditional missions of teaching and research, HEIs have experienced the emergence of the so-called “third mission”, which sees HEIs as knowledge-based agents part of ecosystems of public institutions, companies and citizens oriented to coknowledge creation. Finding a balance between the traditional missions and the third mission can be a serious challenge. For this reason, HEIs need to revise their objectives, strategies and performance indicator systems to plan, monitor and assess their social, cultural, and…
Pump Efficiency Analysis of Waste Water Treatment Plants: A Data Mining Approach Using Signal Decomposition for Decision Making
2017
In Waste Water Treatment Plants (WWTPs), the pump systems are one of the most energy intensive processes. An efficient energy management of pumps should produce environmental and economic benefits. In this paper, we propose a daily data-driven approach for a detailed pump efficiency analysis that reduces the time gap between an inefficiency and its detection, provides detailed information for decision making by using new Key Performance Indicators (KPIs), and detects inefficient pump set-ups and designs. The proposed approach based on signal decomposition relies on sensors generally available in WWTPs, e.g. daily pump inflow and energy consumption. Moreover, it allows decomposing the data s…

Sustainable Development Model of EU Cities Compliant with UN Settings
2021
Nowadays, the globally accepted UN concept of sustainable development (SD) is gradu®ally transferred to the city level, including small and medium-sized cities. The implementation of SD settings requires regular measurement of developmental progress to monitor the level achieved in statics and dynamics, and to make strategic decisions for the next period. The existing urban SD indicator systems and indices are not well-suited for the monitoring of specific cities. Benchmarking algorithms and mathematical modelling procedures were applied to create a methodology and mathematical model for measuring the achieved urban SD level and to ensure the most objective selection and proportions of key …
Towards Performance, Quality and Environmental Management in Local Government: the Case of Spain
2009
Abstract The search for improvements in the management and quality of public services seems to be a constant in all public administrations, and there is an ever-increasing use of management techniques and models from the business sector. The aim of this paper is to show which management systems are being used by Spanish local governments to improve their management in terms of economy, quality and the environment. Our analysis is based on a questionnaire sent to Spanish local governments about the tools they use and the factors that influence their implementation. The results show that more efforts are necessary to implement performance measurement and total quality management, but they als…
Toward an urban transport sustainability index: an European comparison
2011
Introduction The aim of paper is to cluster policies of sustainable mobility in order to define an essential set of specific Transport Performance Indicators (TPI). TPIs are standardized measures suitable for analysis in order to appraise the feasibility of a transport policy or an infrastructural project. Data collection of TPIs is a crucial phase, but data detection and monitoring are not standardized at the city level. Thus, there is no a standard for data collection and storing, this aspect makes much difficult to compare different city contexts. This issue is critical and bounds the analysis of built scenarios. A standardized set of transport performance indicators becomes, hence, esse…
A new project management approach for R&D software projects in the automotive industry - continuous V-model
2017
Most current work activities in R&D centres are innovative and dynamic, with project management acting as the discipline that governs them. The improvement of PM methods has become a necessity due to the following main factors: classical methodologies are increasingly difficult to apply, cutbacks in project duration are requested by organisations and customers, demands for product quality are continuously expanding. The paper examines how PM concepts are used in developed R&D projects, based on the V-model approach. It also introduces an enhanced new approach called Continuous V-model - CVM, based on agile concepts. The model has been applied on a real automotive R&D project and the resulte…
