This paper aims to outline the benefits justifying a tailored approach to System Dynamics (SD) modelling in the public sector, to improve performance and foster decision makers' accountability. The need of combining an ‘internal’ with an ‘external’ perspective (in respect to decision makers) in developing SD models is claimed. Stakeholder theory (SHT) emphasizes that different stakeholders and their interests need to be identified and addressed to maximize firm performance. This emphasis can make the design of performance measurement systems (PMS) challenging because the interests of stakeholders are often in conflict. This paper aims to reflect the use of training via ad hoc teams to adopt lean production practices. In particular, it questions the capability of the performance measures set by external institutions, with respect to schools, to support sustainable educational outcomes. The aggregation of web performance (page count and visibility) of internal university units could constitute a more precise indicator than the overall web performance of the universities and, therefore, be of use in the design of university web rankings. In order to test this hypothesis, a longitudinal analysis of the internal units of the Spanish university system was conducted over the course of 2010. For the 13800 URLs identified, page count and visibility was calculated using the Yahoo API. Many scientific fields increasingly use high-performance computing (HPC) to process and analyze massive amounts of experimental data while storage systems in today’s HPC environments have to cope with new access patterns. These patterns include many metadata operations, small I/O requests, or randomized file I/O, while general-purpose parallel file systems have been optimized for sequential shared access to large files. Wireless energy and information transmission in FSO and RF-FSO links

We propose and analyze a wireless energy and information transmission scheme in free-space optical (FSO) links. The results are presented for both quasi-static and fast-fading conditions. We derive closed-form expressions for throughput, outage probability, and optimal power allocation optimizing the system throughput/outage probability. Finally, we complement the FSO link with an additional radio frequency (RF) link to create a hybrid RF-FSO system and reduce the system outage probability. The results show that joint implementation of the RF and FSO links leads to considerable performance improvement, compared to the cases with only FSO-based communication.
