Effects of Fiscal Stimulus in Structural Models
2010
The paper assesses, using seven structural models used heavily by policymaking institutions, the effectiveness of temporary fiscal stimulus. Models can, more easily than empirical studies, account for differences between fiscal instruments, for differences between structural characteristics of the economy, and for monetary-fiscal policy interactions. Findings are: (i) There is substantial agreement across models on the sizes of fiscal multipliers. (ii) The sizes of spending and targeted transfers multipliers are large. (iii) Fiscal policy is most effective if it has some persistence and if monetary policy accommodates it. (iv) The perception of permanent fiscal stimulus leads to significant…

The Reality and Unreality of Jerusalem
2012
Urban Planning emerged out to achieve welfare and progress of human being. Many theorists wrote about the utopian and the good city. Planners has been working hard to create suitable and workable cities. However, there are situations in which planning is used to strengthen a dominant group upon marginalized groups. Jerusalem is one of those cases in which planning is used as a control tool upon other groups. The occupation of Jerusalem from the Israeli side and the injustice in the city, has forced many theorists to think about the future of Jerusalem. Since the beginning of the struggle between Palestinians and Israelis more several solutions have been proposed for the context of Jerusalem…
Is the French mobile phone cartel really a cartel?
2009
International audience; France Telecom (FT), SFR and Bouygues Telecom (BT) have been fined by France's Conseil de la Concurrence (CC) for organizing a mobile phone cartel with stable market shares (one-half, one-third and one-sixth, respectively) and for directly exchanging commercial information. While not contesting the legal decision, it is argued here that the economic reasoning is flawed. (1) As the CC made much of the firms' stable market shares, we have first followed this line of reasoning by considering that the market shares are quotas under uniform costs. Even if there is a general incentive to form a monopolistic cartel, BT was too small for it to be worth its while to join it; it i…
Spatial effects of urban public policies on housing values
2009
International audience; Problems of spatial segregation have often stressed on the social status and social capital of a neighbourhood as main driving forces behind housing price formation. In this paper, it is assumed that spatial effects are additional variables worth considering since the impact of urban policies such as social housing policies and urban regeneration policies may permeate outside the areas where they are implemented. Our case study is of the urban area of Dijon (France), where these two types of urban policies have been implemented in the last three decades. Spatial effects are introduced in the hedonic model and a spatial error model is estimated, revealing a positive a…
Governance through Economic Paradigms: Addressing Climate Change by Accounting for Health
2016
"Climate change is a major challenge for sustainable development, impacting human health, wellbeing, security, and livelihoods. While the post-2015 development agenda sets out action on climate change as one of the Sustainable Development Goals, there is little provision on how this can be achieved in tandem with the desired economic progress and the required improvements in health and wellbeing. This paper examines synergies and tensions between the goals addressing climate change and economic progress. We identify reductionist approaches in economics, such as 'externalities', reliance on the metric of the Gross Domestic Product, positive discount rates, and short-term profit targets as so…

Income distribution in Spain: 2004-2013
2017
This paper analyses the ev…
