Turning experience into expertise : technologies of the self in Finnish participatory social policy

This article investigates the micro-level practices of subject-construction in Finnish participatory social policy. Through a governmental ethnography on projects that invite former beneficiaries to become ‘experts-by-experience’ in social welfare organizations, I discern the possibilities for freedom in the participants’ self-construction. By making use of Michel Foucault’s conceptual tools of care of the self and confession, I illustrate how, contrary to the projects’ emancipatory promise of providing the service users the freedom to reconstruct themselves, the projects entail practices that curb the participants’ way of ‘knowing themselves’. The paper aims at filling the gap by analysing the conception of human beings inherent in human rights and in unemployment policy documents in Germany and Finland. These disparities can be offset by implementing a shared plan that supports the post-pandemic restart and strengthens its resilience to external shocks. The paper reconstructs an experience of cooperation between the University of Palermo and the Department of Cultural Heritage, Natural Heritage and Public Education of the Sicilian Regional Government, that took place at the end of 1970s. This experience is still regarded as a model of good practice based on the connection “culture and development” and focused on the recovery of traditional heritage. The author proposes an evaluation on short, medium and long-term effects on the Sicilian territory, dealing with notions such as memory and history, and discussing on the mechanism of objectivation of one’s own culture.

Although such policies may have positive effects, an exploration of their negative impacts reveals their problematic side effects. This paper reflects on the gender inequalities and their influence in the access to labor market and, on the other one, to reproductive process. Maternity and work often arise as choices excluding one another due for the inadequacy of care services. The essay reviews some laws of the last years for encourage the work-life balance and analyzes the presence of the services for children in Palermo.
