The Impact of Government Spending on the Private Sector: Crowding-Out versus Crowding-In Effects

2009

The aim of this paper is to analyze the impact of government spending on the private sector, assessing the existence of crowding-out versus crowding-in effects. Using a panel of 145 countries from 1960 to 2007, the results suggest that government spending produces important crowding-out effects, by negatively affecting both private consumption and investment. Moreover, while the effects do not seem to depend on the different phases of economic cycle, they vary considerably among regions. The results are economically and statistically significant, and robust to several econometric techniques.

The “I” between G and C: E-Government intermediaries in developing countries

2011

Published version of an article from the journal: The Electronic Journal of Information Systems in Developing Countries. Also available from the publisher: http://www.ejisdc.org/Ojs2/index.php/ejisdc/article/viewFile/826/371 While there has been a rapid growth in e-Government initiatives in developing countries, whether it has led to providing effective government services to the citizens has remained a question of concern. Evidence suggests that this objective is far from being met. The main hurdle has been that an overwhelming part of the citizens in these countries do not have the capability to either access government information physically or to use it effectively even when they can ac…

NATIONAL AGENCIES IN THE EUROPEAN ADMINISTRATIVE SPACE: GOVERNMENT DRIVEN, COMMISSION DRIVEN OR NETWORKED?

2009

Submitted version of an article published in the journal: Public Administration. Published version available at Wiley InterScience: http://dx.doi.org/10.1111/j.1467-9299.2009.01779.x In terms of national agencies in the European administrative space, case studies indicate that national governments may be partly split so that national (regulatory) agencies operate in a 'double-hatted' manner when practising EU legislation, serving both ministerial departments and the European Commission. Applying large-N questionnaire data, this article follows up these studies by investigating how important various institutions are with respect to influencing national agencies when they are practising EU le…

Madagascar's independence jubilee: a nation's holiday in times of crisis

2013

The fiftieth anniversary of Madagascar's independence in 2010 took place in the midst of political crisis. The transitory government staged large public parties to mark the Jubilee. Despite a public discussion about legitimacy and justification of this fact, the national holiday was lavishly celebrated. In Madagascar, Independence Day is also an important family event and emphasis was put on private celebrations including family feasts and reunions. As a result, it enhanced the participants' emotional attachment to their personal and local face-to-face milieu. This article asks how the golden jubilee was celebrated against a backdrop of political illegitimacy. I contrast official state-led …

Zarys koncepcji Habermasowskiej sfery publicznej

2015
