The Impact of Government Spending on the Private Sector: Crowding-Out versus Crowding-In Effects

The aim of this paper is to analyze the impact of government spending on the private sector, assessing the existence of crowding-out versus crowding-in effects. Using a panel of 145 countries from 1960 to 2007, the results suggest that government spending produces important crowding-out effects, by negatively affecting both private consumption and investment. Moreover, while the effects do not seem to depend on the different phases of economic cycle, they vary considerably among regions. The results are economically and statistically significant, and robust to several econometric techniques.

The fiftieth anniversary of Madagascar's independence in 2010 took place in the midst of political crisis. The transitory government staged large public parties to mark the Jubilee. Despite a public discussion about legitimacy and justification of this fact, the national holiday was lavishly celebrated. In Madagascar, Independence Day is also an important family event and emphasis was put on private celebrations including family feasts and reunions. As a result, it enhanced the participants' emotional attachment to their personal and local face-to-face milieu. OBJECTIVE To assess the practicability and efficacy of systematic screening for renal cell carcinoma (RCC) by ultrasonography (US), as more small RCCs are being detected incidentally by US. SUBJECTS AND METHODS A 2-year screening programme for RCC was established for the general population (aged ≥ 40 years) in two German cities, Mainz and Wuppertal. Dla Habermasa sfera publiczna jest centrum życia społeczno-politycznego. Jest ona niejako buforem między społeczeństwem a płaszczyzną władzy i polityki. Właściwy jej kształt zapewnia możliwość trafnej oceny problemów i przekazywania ich do centrów decyzyjnych władzy. Sfera publiczna jest sferą prywatnych ludzi gromadzących się w publiczność, jednak nie jako biernych widzów, ale aktywnie włączających się w definiowanie i rozwiązywanie wspólnie tematyzowanych problemów. Jej ideał Habermas upatruje w XVIII-wiecznej sferze mieszczańsko-obywatelskiej, po której jednak następuje jej rozpad. Media stają się elementem opiniotwórczym i manipulującym publicznością.
