In this paper we propose a special construction of a general aggregation operator. The construction allows to aggregate fuzzy sets taking into account the distance between elements of the universe. We consider the case when fuzzy sets to be aggregated represent the risk level evaluation by several experts. We describe how the proposed construction could be applied for risk level assessment in the case when a strong fuzzy metric is used to characterize the similarity of objects under evaluation.
Stochastic debt sustainability analysis for sovereigns and the scope for optimization modeling

We express the opinion that sovereign debt sustainability analysis must be augmented by stochastic correlated risk factors and a risk measure to capture tail effects. Crisis situations can thus be adequately specified and analyzed with sufficient accuracy to warrant the relevance of policy decisions. This paper proposes the Prefix-Root-Postfix-Encoding (PRPE) algorithm, which performs close-to-morphological segmentation of words as part of text pre-processing in machine translation. With the increasing number of applications running on a Network-on-Chip (NoC) based System-on-Chip (SoC), there is a need for designing a reconfigurable NoC platform to achieve acceptable performance for all the applications. This paper proposes a novel architecture for implementing a reconfiguration logic to the NoC platform executing multiple applications.
