Determinants of sub-central European government debt

Abstract The aim of this paper is to analyze the determinants of sub-central government debt in Europe (Italy, France, Austria, Germany, Belgium and Spain) through estimation for each State based on corresponding panel data from 1996 to 2010. Furthermore, we estimate the debt model using a joint sample, consolidating conclusions on the most influential variables in terms of public debt. A comparative analysis of institutional frameworks in Europe shows that relationships between central and sub-central tax authorities have common traits, although the extent of change in each country remains unknown. Measuring the presence of organized crime across Italian provinces: a sensitivity analysis

AbstractThe existing literature identifies different indicators to construct organized crime indices and places equal importance to different concepts of organized crime. This paper examines the sensitivity of organized crime across Italian provinces when different set of indicators and weights are used to combine crime indicators. Our findings suggest that there is a remarkable variation in the distribution of organized crime across Italian provinces based on the choice of indicators and the importance given to different crime indicators. Do we value mobility?

Is there a trade-off between people's preference for income equality and income mobility? Testing for the existence of such a trade-off is difficult because mobility is a multifaceted concept. We analyse results from a questionnaire experiment based on simple precise concepts of income inequality and income mobility. We fnd no direct trade-off in preference between mobility and equality, but an indirect trade-off, applying when more income mobility can only be obtained at the expense of some income inequality. Mobility preference - but not equality preference - appears to be driven by personal experience of mobility.

Alterable electorates in the context of residential mobility

In some circumstances, politicians set about altering the composition of their electorate with a view to increasing their chances of being re-elected. A hypothesis along these lines is formulated in the context of local elections and residential mobility. Although the hypothesis is general, an assessment of its validity implies auxiliary assumptions related to a specific spatio-temporal context. That is done with reference to conditions prevailing in post-war French metropolitan areas. Measuring freedom of choice: An alternative view of a recent literature

A recent literature has emerged in social choice theory which attributes intrinsic importance to freedom in the evaluation of states of affairs. The literature’s philosophical basis lies in Berlin’s notion of positive liberty. Accordingly, axiomatic measures of availability of choices are developed and the information they convey used for ranking states on the basis of the extent of liberty they offer to individuals. In this paper we analyze whether countries of the EC community should plead for a decentralized system to finance the European funds rather than using a uniform tax imposed by the European parliament. The analysis is within a multistage game-theoretic framework in which the implication of the financing system of a confederation on the investment behavior in the respective states is considered.
