How representative are referendums? Evidence from 20 years of Swiss referendums

Direct democracy allows citizens to reverse decisions made by legislatures and even initiate new laws which parliaments are unwilling to pass, thereby, as its proponents argue, leading to more representative policies than would have obtained under a purely representative democracy. Yet, turnout in referendums is usually lower than in parliamentary elections and tends to be skewed towards citizens of high socio-economic status. Consequently, critics of direct democracy argue that referendum outcomes may not be representative of the preferences of the population at large.  The objective of this paper is an analysis of the course of the 2016 EU referendum campaign from the perspective of the political battle between the parties and between intra‑party factions. Besides the main goals of the UK’s leaving the EU or remaining within it, the stakes of the battle included the strengthening of one’s own political camp, the weakening of one’s opponents, the gaining of power within a party or, eventually, the gaining of power in the country. This article analyses exposure to different sources of campaign information, and their effects on citizens' feeling of being informed about referendums. The analysis is based on an innovative rolling panel study that allows for a rigorous tracking of campaign dynamics in the run-up to the referendum. Using a referendum on a large-scale infrastructure project in the German state of Baden-Wurttemberg, empirical findings show that official information provided by the government had the greatest effect in reaching citizens and also had the strongest impact on their feeling of being informed. Il saggio si preoccupa di ricostruire le ragioni ssenziali alla base della sentenza della Corte costituzionale n.49/2022 relativamente alla dichiarata inammissibilità della proposta referendaria in materia di responsabilità civile dei magistrati. La crisi del regionalismo italiano, che si evidenzia con maggiore nitore dopo l'esito negativo del referendum costituzionale del 2016, unitamente alla riorganizzazione territoriale avviata dalla legge Delrio, suggerisce l'opportunità di immaginare nuovi scenari, caratterizzati da maggiore flessibilità nella realizzazione delle politiche anche su scala macroregionale.

Abstract Brexit seems to have produced a new form of narrative in the Conservative Party in which some Conservative MPs brand themselves first and foremost as representatives of ‘the people’. Following on from the 2016 EU referendum, a new discourse has become prominent in the party and has also been developed as a new critique of the British Parliament.
