Circumventing deadlock through venue-shopping: Why there is more than just talk in US immigration politics in times of economic crisis

This article addresses the question of how the financial and economic crisis that hit the US in the late 2000s impacted immigration policies. We find that the crisis has not significantly changed dynamics. Instead, it has highlighted and aggravated persisting trends. Drawing on Kingdon’s multiple streams model and combining it with the notion of two-level games, we find that while the policy stream and the problem stream would call for both restrictive and liberalising changes, the political stream impedes change: The fact that Congress has been divided for a long time over Comprehensive Immigration Reform (CIR) impedes any restrictive or liberalising changes. The current Law 49/2002 on the tax regime of non-profit entities and tax incentives for patronage was born out of the declared will to establish a set of incentives applicable to patronage activity in general and, in particular, to cultural patronage. However, the practical application to date of this commendable principle has been shown to be a mere normative proposition. The Autonomous Communities of the Balearic Islands, the Valencian Community and Castilla-La Mancha have enacted laws on tax incentives for cultural patronage that could resolve, within the scope of their competences, some difficulties encountered with state regulations. The effect of education on migration: evidence from school reform

A polytechnic, higher education reform took place in Finland in the 1990s. It gradually transformed former vocational colleges into polytechnics and expanded higher education to all Finnish regions. We implement instrumental variables estimators that exploit the exogenous variation in the regional availability of polytechnic education together with matriculation exam scores. Our IV results show that polytechnic graduates have a higher migration probability than those of vocational college graduates. However, a master’s degree did not increase migration propensity in comparison with a polytechnic degree. We also find that an increase in the availability of polytechnic education did not reduc…
